Statewide Publicly Funded Mental Health Performance Indicators
– Fiscal Year 2005
Mental Health Division, Health and Recovery Services
An annual Performance Indicator report is published by the Mental Health Division to provide information to a broad audience including consumers, providers, Regional Support Networks, advocacy organizations, the Mental Health Division, and the State Legislature on the State’s Publicly Funded Mental Health System.
Performance Indicators provide information on how well a system is doing by examining who receives services (Penetration Rates and Client Characteristic); what types of services are delivered (Community Outpatient, Community Inpatient, Crisis Only, Types of Services), what happens to people in services (Outcomes, Client Perceptions of Care) and how much services cost (Expenditures). They can assist system managers and system payers in understanding trends in service delivery systems and working towards the improvement of the quality of services. The federal General Accounting Office defines Performance Measurement as: “The on-going monitoring and reporting of system-wide accomplishments, particularly progress toward pre-established goals…conducted by the program or agency management (GAO, 1988).”
The Performance Indicator report was first published in Fiscal Year 2001 and has been published annually ever since. The full reports for Fiscal Year 2001, 2002, 2003, and 2004 can be found under Publications and downloaded as Adobe files. The current report, for Fiscal Year 2005, can be downloaded as one document or specific sections or indicators can be chosen. Each indicator consists of one or more data tables/charts and a text section describing the indicator, its calculation, and other contextual information. Please refer to the introduction section of the report for a description of the different sections and a general discussion of the data used in the report.
The ongoing effort to develop performance indicators and
publish the annual reports has been supported in part by funds provided by
the U.S. Center for Mental Health Services, Substance Abuse and Mental Health
Services Administration, through the State Indicator Pilot Grant and the State
Mental Health Data Infrastructure Grant. In addition to the financial support
provided by these grants, the Mental Health Division would also like to acknowledge
and thank the Washington State Performance Indicator Work Group members who
have been working on production of performance indicators for many years.
