Residential Habilitation Centers and ICF/MR Services (DDD)

What needs program covers: Intensive services are provided in five state operated Residential Habilitation Centers (RHC) for individuals with developmental disabilities needing a high level of nursing care or skill development. In addition, respite and other specialized services may be available to persons living in the community. Intermediate Care Facility Services for the Mentally Retarded (ICF/MR) are also provided in a few private facilities in Washington State.

Who is eligible: DDD eligibility requires that a person meet all of the following conditions as defined in WAC 388-823:

A developmental disability is defined in RCW 71A.10.020(3) and must meet all of the following requirements. The developmental disability must currently:
  1. Be attributable to mental retardation, cerebral palsy, epilepsy, autism, or another neurological or other condition found by DDD to be closely related to mental retardation or requiring treatment similar to that required for individuals with mental retardation;
  2. Originate prior to age eighteen;
  3. Be expected to continue indefinitely; and
  4. Result in substantial limitations to an individual's adaptive functioning.
In addition to DDD eligibility, the person must also meet eligibility criteria for ICF/MR services, which includes training in eight specific activities of daily living.

DDD eligibility may be time limited and subject to review. Contact your nearest DDD office for an intake appointment. The case manager will assist you in obtaining documentation needed to determine whether you are eligible for services from DDD.

Income and Resource Limits: The person must qualify for Medicaid.

Program Requirements: The DDD case manager will do a needs assessment with the person/family and develop a service plan. Services provided are based on the individual's needs. Respite care may be provided to adults with disabilities if RHC beds are available.
