Public/Private PartnershipImproving child welfare outcomes through the phased implementation of strategic and proven reforms.In 2009 legislation was enacted with the intent to improve child welfare outcomes by changing the way services for children are contracted, measured and evaluated. By January 2011, Children's Administration will consolidate and convert all existing contracts for child welfare services to performance-based contracts, which will link the contractors' performance to the level and timing of reimbursement for services. The law created the Child Welfare Transformation Design Committee, which will select two demonstration sites in which DSHS will contract out all child welfare services to private, non-profit providers within those demonstration site areas. The committee will work with the department to implement the two pilot projects by July 2012. The Child Welfare Transformation Design Committee is scheduled to meet four times a year.
