Solicitation #1313-441 - Family Support and Related Services for Children's Administration

Purpose

The Washington State Department of Social and Health Services Children's Administration (CA), the public child welfare agency that serves abused and neglected children and their families, seeks to partner with entities under a performance-based contract to improve the quality, effectiveness, access, and availability of services statewide to achieve improved outcomes for families and children involved in the child welfare system.

CA is seeking these entities to perform as a Network Administrator that will be responsible to organize, train, support, and manage a Network of high-quality, effective service providers.  The Network will deliver Family Support and Related Services that will:

  • Deliver effective services that stabilize families -- focusing on parental protective capacities to establish and maintain child safety and to provide for the well-being of their children.
  • Provide culturally responsive quality services, with broad-based community involvement and support, which families need to keep children safely at home and establish safe permanency (including reunification) more quickly when children have been placed in out-of-home care.
  • Improve the quality and availability of services in local communities and in close proximity to families involved in the child welfare system.
  • Increase accountability in the purchasing and provision of high quality, culturally responsive services.
  • Increase focus on outcomes - safety, effectiveness, timeliness of services, permanency, and sustainable change.
  • Use performance data and geographic proximity information to support CA caseworker's selection of Network Providers.
  • Use creative approaches to build service capacity in all parts of the state.
  • Support family connections to natural supports and local community resources.

Previous Post

Children's Administration is delaying their response to potential responder's questions.  The procurement schedule will be amended to reflect this delay and to allow adequate time for Responder's to evaluate data that will be released along with answers to questions.

Status Posts Prior to Release of RFP

Originally posted 1/8/13. Updated 1/14/13.

The Children's Administration will release the Request for Proposal (RFP) for Family Support and Related Services following the reveiw and approval of the Office of Financial Management (OFM), as required by statute.  Additionally, because the RFP is being released after January 1, 2013; new procurement policies became effective and DSHS is now required to seek additional delegated authority from the Department of Enterprise Services (DES) to contract for these services.
