Regulatory ReformThis generally refers to actions taken by the Legislature and state agencies to lessen the regulatory burden of small businesses, particularly businesses that are regulated by more than one governmental agency. Regulatory reform principles ensure that all rule-making by agencies is both authorized by the Legislature and is a public process, conducted in compliance with the Administrative Procedures Act (APA), Chapter 34.05 RCW. In compliance with the principles of regulatory reform, DBHR writes all rules in compliance with the APA and publishes its Semi-Annual Rule-Making Agenda for any rule development in the Washington State Register twice a year.
