TARGET Form Changes With the advent of the new biennium (7/1/05) there will be significant changes in TARGET reporting. Many changes are subtle but others are blatantly obvious. New or updated TARGET forms are in process of preparation. All agencies will be affected in one way or another therefore it will be imperative that all reporting agencies obtain copies of the new forms once released in early July. At this time, the following forms are being revised: DSHS 04-416; 04-416A; 04-417; 04-419; 04-423; 04-437; 04-438. Please watch for the official announcement next month when the forms are available on the DSHS forms Web site. Client Combine Where we are with client combine? The client combine feature in TARGET is scheduled to start programming action in the August/Sept time frame. The rebuild of this function will have 3 phases with the 3rd phase probably being too costly therefore not cost effective. The Phase 1 release, once tested and approved, will allow agencies to combine clients within the same agency number as long as they are the only one that has the identifier. For those of you who do ADATSA, that usually means that the Phase one deployment will not assist in eliminating duplicate ID’s. We will keep you advised of the progress in our release notes and the TARGET update. Public Assistance Program Change The legislature has passed a budget that significantly increases the funding for aged blind and disabled clients in Washington State. We have been looking at the reporting strategy that we will need to show that the money is going to serve these Medicaid eligible clients. We believe that the best way to track these cases and services is to use the existing Public Assistance Program variable in the data set as a marker of the target groups for whom we are going to increase service. This means that reporting and keeping accurate information in the data system on the Public Assistance Program that each client is receiving will become a more and more critical way of justifying services for payment. In order to make the tracking work better DASA has decided to make several small changes to the TARGET system. The first is that we will be moving the Public Assistance Program type variable on the TARGET screens. This means that the field on the screen will be moving from being the third variable down on the Employment and Income section of the third screen on assessments, admissions and discharges to the last screen in these records. This the Assessment/Admission Completion or Service Funding screen. We have not gotten the exact location on the screen worked out yet but it will be on this screen. The Public Assistance Program type variable will also become part of the Service Funding record. This will allow the value for the public assistance program to be changed using the Change of Funding menu option. This feature creates a new funding record in the data system and closes the previous funding record. In this way the agencies can handle situations when a client moves from one public assistance program to another or on or off of public assistance while they are in treatment. Without this modification to the system it would be necessary to discharge and re-admit the client in order t update the public assistance program without losing the original program information. This all sounds more complex than it will be in operation and it will give us a much better way of tracking the clients that the legislature has given us specific money to serve. Downtime The TARGET system will not be available the last weekend of each month from 5:00 p.m. Friday, through 8:00 a.m. Monday. The dates for this month are: 24th thru the 27th. |
