The goal of the Case Management Information System (CMIS) Project is to provide automated support for many of the case management activities used while serving clients of the Division of Developmental Disabilities (DDD), Home and Community Services Division (HCS), and the Area Agencies on Aging (AAAs).
How does this project affect people?
Like the DDD Assessment Project, the CMIS Project Phases IV and V will add enhancements to the CARE System that will benefit CARE users in DDD, HCS and AAAs. Representatives and stakeholders from these three areas are working on the project.
Individuals requesting or receiving services from DDD, HCS and AAAs will be directly impacted by the CMIS Project, Phase V when new Planned Action Notices are implemented.
Counties that contract with employment service providers for individuals with developmental disabilities will also see some changes to the system they use.

Implementation Date: May 4, 2009
Phase Five has been funded for July 2007 – June 2009. This phase will build upon the work done in the previous four phases and automate processes for:

- Employment Outcomes – County Services (DDD only)
- Additional Ticklers and Reports
- Incident Reporting (DDD only)
- Individual and Family Services (DDD only)

Interim-Changes Coming November 1, 2008!
In addition to the schedule above, there will be a separate change release on 11/1/08 which will implement the Incident Reporting and Request Lists changes. These changes are currently being developed and will be tested.
Additional enhancements (to be determined) will be developed for both DDD and LTC for the same 11/1/08 release. However, these additional enhancements are managed separate from the CMIS Project.
What’s New on Phase V
As of July 2008:
- Significant work has been completed to identify the system requirements. These requirements explain how the system will be changed by this project.
- Requirements for Incident Reporting, Individual and Family Services programs, Planned Action Notices, Employment Outcomes (DDD County Services), Ticklers and Requests Lists have been gathered and approved.
- System design work, prototyping and development are in progress.
- Implementation planning is underway.

Project History
An audit by the Joint Legislative Audit and Review Committee (JLARC) in June 2003 recommended that ADSA create a plan to develop a case management information system. That plan was submitted in December 2003 (Developing a Case Management System (12-31-2003).
The CMIS Project Phases four and five are logical extensions of the DDD Assessment Project, and are building on the successes of the first three phases. The timeline for all these phases are shown below:

CMIS Phase IV – Implemented March 31, 2008
Phase IV of the CMIS Project created tool in CARE to provide for effective monitoring of case status and service plans between assessments, and further integration of DDD systems and processes. This phase of the project occurred between September 2006 and April 2008. Phase IV successfully:
- Moved data from the Common Client Database (CCDB), Waiver Request database, Voluntary Placement Program and Specialized Clients information systems into the new CMIS system. Those systems have now been retired. Case Managers now use a single system (CARE) to track the data contained in these old databases.
- Developed a system of “ticklers” and alerts to cue case resource manager action at specific intervals based upon client need.
- Replaced current paper processes with an automated process for Exception to Rule (ETR), Prior Approvals and Waiver Requests.
- Developed a consistent, reliable and automated process for counties service authorizations statewide.
- Developed initial case management reports.
