The Phase 2 Report (December, 2000) includes the recommendations for service delivery improvements made by four topic specific workgroups and outlines the next steps and pilot activities for incorporating the principles of Choice and Self-Determination into the service delivery system. The Phase 3 Final Report (December, 2002) makes recommendations on implementing self directed services and on the respective roles of Residential Habilitation Centers and community support services.
