J.  Case Reinstatement

clarifying information

  1. Case reinstatement in WCAP allows staff to re-open and work on a WCCC case which was closed prior to the original eligibility end date. This function is only for those cases which were closed due to:

    1. Error,

    2. Non-receipt of verification within a certain time frame,

    3. Non-payment of the co-payment, or

    4. Expiration of a GAP child care eligibility period.

    In order to reinstate a case, requested information must be received or changes must occur prior to the new termination end date.

EXAMPLE 1

Case closed in error:

4/30/07- Original case eligibility end date
2/10/07- We closed a case in error (i.e. client sent in requested information but we did not process it; we did not apply a rule or applied it incorrectly, etc..)
2/15/07- Client contacts office and we realize we made a mistake
Case reinstated with effective date of 2/11/07 - and original eligibility end date of 4/30/07

EXAMPLE 2

Case closed due to non-receipt of verification:

7/31/07- Original case eligibility end date
4/03/07- Client reports change in work
4/14/07- Due date for new information. We did not receive the information
4/15/07- We sent a termination notice and closed the case with a 4/26/07 effective date
4/20/07- We received requested information
Case reinstated with effective date of 4/27/07 - and original eligibility end date of 7/31/07
In this situation, we could reduce the copay, based on the income change, but not increase it.

EXAMPLE 3

Case closed due to non-payment of copay:

7/31/07- Original case eligibility end date
3/01/07- Provider reports client did not pay Feb. copay
3/04/07- We sent a termination notice and closed the case with a 3/15/07 effective date
3/07/07- We received information that the copay was paid for Feb on 3/1/07
Case reinstated with effective date of 3/16/07 - and original eligibility end date of 7/31/07

EXAMPLE 4

Case closed due to expiration of the GAP child care:
Staff must use the following termination method routinely for the reinstatement functionality to work:

7/31/07- Original eligibility end date
4/10/07- Client reports layoff
5/08/07- Effective GAP eligibility end date (We sent a termination letter with a new end date and changed the SSPS authorizations with 5/8/07 end dates)
5/01/07- Client reports new job
Case reinstated with effective date of 5/09/07 - and original eligibility end date of 7/31/07

  1. Reinstatement functionality is not available for:

    1. Reapplications.
    2. Cases where the original eligibility end date is the same as the new closed date. Example, eligibility end date was 04/30/07 and the new closed date is 04/30/07.
    3. Breaks in service. Example: Original eligibility end date is 4/30/07. On 04/04/07 the case was closed. On 05/10/07 information pertaining to closure of the case is received.
  2. The WCAP reinstatement function:

    • Allows you to input into critical fields-same fields as on an approved/open case (such as docs received date, income screen, and authorizations).

    • Brings forward original eligibility determined and eligibility begin and end dates.

    • Provides a pop-up when reinstatement is not appropriate.


worker responsibilities

  1. Ensure the case meets all WCCC eligibility requirements prior to reinstating.

  2. Ensure a second copay is not authorized in the same month when you reinstate a case in the middle of the month.

  3. Generate and send a copy of the last award letter with a current sent date.
