Infant Toddler Early Intervention Program (ITEIP)

The following is a guide to acronyms commonly used in the field of early intervention services.

Agencies

BIA -- BUREAU OF INDIAN AFFAIRS
Federal agency.
CA -- CHILDRENS ADMINISTRATION/DSHS
Includes Child Protective Services, Foster Care Placement and Licensing, Child Care, Adoption and Adoption Support, as well as other services. Regional Administrators administer programs across the state.
CTED -- DEPARTMENT OF COMMUNITY, TRADE & ECONOMIC DEVELOPMENT
State agency responsible for the development of community programs including, Early Childhood Education and Assistance Program (ECEAP), energy assistance and weatherization programs.
DCCEL -- Division of Child Care and Early Learning
Supports High Quality Childcare for the diverse population of children and families of Washington State.
DSHS -- DEPARTMENT OF SOCIAL AND HEALTH SERVICES
State agency with six administrations. Provides a wide range of direct and contracted health and social services to Washington citizens. Major administrations are Children's Administration; Health and Rehabilitative Services; Aging and Disabilities Services; Economic Services; Medical Assistance Administration; and Management Services. (State designated lead agencey for IDEA, Part C. State designated lead agency for Birth to Three Developmental and Education Services.)
DDD -- DIVISION OF DEVELOPMENTAL DISABILITIES/DSHS
Provides funding for family support services including respite care, case management services, medically fragile program, community living and employment services for individuals with developmental disabilities. Provides funding for early intervention services at the local level through county contracts. The Infant Toddler Early Intervention Program (ITEIP), Individuals with Disabilities Education Act (IDEA), Part C is located within this division; housed within DSHS.
DOH -- DEPARTMENT OF HEALTH
State agency responsible for health related programs, includes Children with Special Health Care Needs.
DDC -- DEVELOPMENTAL DISABILITIES COUNCIL
A Governor-appointed council with staff housed within the Department of Community, Trade and Economic Development. Serves as a major planning body for children, youth, and adults with developmental disabilities.
DSB-- DEPARTMENT OF SERVICES FOR THE BLIND
State agency charged with coordinating and providing direct services, technical assistance and consulting for infants, children, youth and adults who are legally blind or visually impaired.
ESD -- EDUCATIONAL SERVICE DISTRICTS
Regional clusters of school districts makeup educational service districts which offer a variety of support services to school districts including technical assistance to special education programs.
FPC -- FAMILY POLICY COUNCIL
Interagency council which includes DSHS, OSPI, DOH, DCTED and Employment Security Department to improve collaborative efforts on behalf of children and families at risk.
HHS -- HEALTH AND HUMAN SERVICES
Federal agency. Washington is part of Region X with administration offices in Seattle. This agency houses most of the federal human service programs that states administer (i.e., Head Start, Maternal and Child Health, etc.).
LEA -- LOCAL EDUCATION AGENCY
Local school district.
MAA -- MEDICAL ASSISTANCE ADMINISTRATION/DSHS
Administrates medical assistance benefits known as Medicaid. Includes Healthy Options - Washington State's Medicaid Managed Care Program; Housed within DSHS.
MHD -- MENTAL HEALTH DIVISION/DSHS
Administers mental health funds and programs for children and adults meeting state eligibility criteria; housed within DSHS.
OFM -- OFFICE OF FINANCIAL MANAGEMENT
A state agency charged with developing and managing the overall state budget for the Office of the Governor.
OSEP -- OFFICE OF SPECIAL EDUCATION PROGRAMS
Federal education agency branch administering education funds for special education, related programs and early intervention services (birth through 21). OSEP is a part of the Office of Special Education and Rehabilitation Services (OSERS) within the Department of Education.
OSPIOFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION
State agency providing funding, technical assistance and guidance to school districts. Often referred to as "state education agency". Provides program support for basic education, vocational education, special education and professional programs, as well as food services, transportation, and legal services. Elected superintendent and 18 member elected State Board of Education. (State Education Agency for 3 to 21 Education Program for local L.E.A.s)
SEA -- STATE EDUCATION AGENCY
Commonly known as the Office of Superintendent of Public Instruction (OSPI) for 3-21 Special Education, also federally defined as DSHS for Birth to 3 services.
TITLE V -- MATERNAL AND CHILD HEALTH
Federal funding which is administered through DOH includes Children with Special Health Care Needs (CSHCN).
TITLE XIX -- Also known as Medicaid
Administered by Medical Assistance Administration/DSHS. Medical coupons to individuals who are income eligible or medically needy. This is a funding source, not a program.
SSA -- SOCIAL SECURITY ADMINISTRATION
Federal agency that administers Supplemental Security Income (SSI).

Programs

BHP -- WASHINGTON STATE BASIC HEALTH PLAN
State program administered by Washington State Health Care Authority (HCA). Offers health insurance for Washington State residents who are eligible. Provides children and adults services such as routine exams and emergency room care. Basic Health Services are contracted with local heath care providers. Basic Health Care Plus offers dental services to children who are eligible.
CPS -- CHILD PROTECTIVE SERVICES
State program within the Children's Administration/DSHS. Monitors complaints of child abuse and neglect, and provides services to families to reduce child abuse, monitor out-of-home placements to hasten a child's return to their natural family.
CAP -- COMMUNITY ALTERNATIVE PROGRAM
(Medically Intensive Program) Federally funded through Medicaid waiver which allows for individual care to be designed for children and adults allowing them to be served in a community setting as opposed to a cost intensive hospital setting. Division of Developmental Disabilities/DSHS serves as intake point for CAP.
CSHCN -- CHILDREN WITH SPECIAL HEALTH CARE NEEDS
State program managed by DOH and local health jurisdictions.
ECEAP -- EARLY CHILDHOOD EDUCATION AND ASSISTANCE PROGRAM
State funded program administered by CTED. Provides low income four year old children with comprehensive developmental services to prepare them to be successful in school. Based on the Head Start model.
EPSDT -- EARLY PERIODIC SCREENING DIAGNOSIS AND TREATMENT
Medicaid funding for health screening to qualified children (income eligible). Also pays for any identified diagnosis and treatment.
SSI -- SUPPLEMENTAL SECURITY INCOME
Federal program. Cash payment based on income and disability eligibility.
WIC -- WOMEN, INFANTS, AND CHILDREN
Nutritional program administered through DOH. Contracted services through local health departments and/or other local vendors. Provides pregnant and lactating mothers, and newborns with nutrition counseling and food vouchers.

Agencies


CICC -- COUNTY INTERAGENCY COORDINATING COUNCIL
Advises and assists the local early intervention services lead agency in implementing IDEA, Part C within the geographic service area.
FRC -- FAMILY RESOURCES COORDINATION
Family Resources Coordination means the activities carried out by a Family Resources Coordinator to assist and enable a child eligible under IDEA, Part C and the child's family to receive the rights, procedural safeguards, and services that are authorized to be provided under Washington State's IDEA, Part C early intervention program. The Family Resources Coordinator assists families with children birth to three, in accessing resources from the point of identification of a concern through the development of the Individualized Family Service Plan, early intervention services and transition to preschool special education or other services.
IDEA PART B-- INDIVIDUALS WITH DISABILITIES EDUCATION ACT
Part B - A federal law, which provides for special education and related services for children three through twenty-one.
IDEA PART C -- INDIVIDUALS WITH DISABILITIES ACT
Part C - A federal law that promotes a comprehensive, coordinated early intervention system for infants and toddlers with disabilities and their families.
IFSP -- INDIVIDUALIZED FAMILY SERVICE PLAN
The IFSP is an ongoing process developed through a parent-professional partnership. The IFSP includes a written plan for providing early intervention services to a child eligible under IDEA, Part C and the child's family. The plan must: 1) Be developed jointly by the family and appropriate qualified personnel involved in the provision of early intervention services; 2) Be based on the multidisciplinary evaluation and assessment of the child; 3) Include a family-directed assessment of the concerns, priorities, and resources related to enhancing the development of the child (a family directed assessment is voluntary on the part of the family); and 4) Include services necessary to enhance the development of the child and the capacity of the family to meet the special needs of their child.
ITEIP -- INFANT TODDLER EARLY INTERVENTION PROGRAM
Federally funded IDEA, Part C program. The Program contracts with local early intervention services lead agencies to enhance early intervention services including Family Resources Coordination for infants and toddlers with disabilities and their families.
SICC -- STATE INTERAGENCY COORDINATING COUNCIL
Governor appointed advisory council required by IDEA, Part C. Advises and assists DSHS and the Infant Toddler Early Intervention Program, the lead agency, and the other participating agencies in implementing IDEA, Part C.

CHDD -- CENTER ON HUMAN DEVELOPMENT AND DISABILITY
A university affiliated facility specializing in interdisciplinary research and training in the field of developmental disabilities. Housed on the University of Washington campus, Seattle. Formerly Child Development and Mental Retardation Center.
CHMC -- CHILDREN'S HOSPITAL AND MEDICAL CENTER
Formerly known as Children's Orthopedic Hospital. A tertiary care medical facility offering a wide range of pediatric specialties, located in Seattle.
EEU -- EXPERIMENTAL EDUCATION UNIT
An interdisciplinary education research and training facility attached to CHDD at the University of Washington.
LHD -- LOCAL HEALTH DEPARTMENT
NICU -- NEONATAL INTENSIVE CARE UNIT
(also called a "NIK-u") - hospital care unit for premature and other high risk infants.
WSSB -- WASHINGTON STATE SCHOOL FOR THE BLIND
A separately operated residential public school grades K-12 for children who are legally blind. This residential school, located in Vancouver, provides a full educational program for students from across Washington.
WSSD -- WASHINGTON STATE SCHOOL FOR THE DEAF
This separately operated residential public school program for children and youth who are deaf or hard of hearing is also located in Vancouver. It currently provides a full range of educational services to children and youth grades K-12 from across the state.
