This two-tiered alert is generated by ACES when the BENDEX interface file has identified a client who is eligible for Black Lung entitlement benefits but does not have this income recorded on the ACES database.

The user should investigate the possibility of unreported income, or if the client should apply for these benefits, and make the appropriate updates on the ACES client screen(s).
