What is the BENDEX (Beneficiary and Earnings Data Exchange)?

 

·         The Beneficiary and Earnings Data Exchange (BENDEX) is an interface which provides information about Social Security and Medicare entitlement for applicants and recipients.

 

·         The BENDEX interface analyzes the incoming BENDEX data, and compares it to the most current record on the ACES database.  When appropriate, it compares against matching ACES case data to determine if the client requires an ACES AUTO update.  In some situations the case will not be auto processed; instead the worker is sent an alert.

 

How often is the BENDEX file received?

 

·         SSA sends the BENDEX file on a daily basis.

  

How do I access the BENDEX screens?

 

WARNING:

Intentional inquiry into a file that is not required to perform your job is a violation of both state and Federal Law and may result in felony prosecution. All SOLQ inquiries made by users are monitored.   

 

The following edit displays when workers inquire into BENDEX, SDX, ES and UC areas:

 

Edit 2365 – YOU ARE BEING AUDITED FOR ACCESSSING SSN RELATED DATA

 

·         To access the BENDEX screens, take the following steps:

 

1.    From the LMEN screen, select Option A – IEVS Discrepancy Inquiry.

 

2.    Enter the [Client id] (if not already provided) in the Client ID field.

 

3.    Enter [BT] – Accesses the BENT screen in the IEVS Match Type field.

 

4.     <TRANSMIT> and the BENI screen displays.

 

o    Enter [Y] – Yes in the appropriate SEL field.

 

5.    <TRANSMIT> and the BEN1 screen displays.

 

o    Press <F14> – BEN2 to access the BEN2 screen.

 

·         The LMEN screen can also be accessed from the client’s UNER screen by pressing <F20> – lmen.

  

How do I access BENDEX information in aces.online?

 

·         To access BENDEX information in aces.online, take the following steps:

 

1.    From the Welcome back page of aces.online, use the Quick Navigation section to do the following:

 

o    In the Select a Type of ID drop down box, select Client.

 

o    Enter the [Client ID] in the Enter an ID box.

 

o    In the Select a Page drop down box, select Summary.

 

o    Click Go and the Client >> Summary page displays.

 

2.    On the Client >> Summary page, under the Income drop down box, select the BENDEX link.

 

3.    On the Client >> Income >> BENDEX History page, click the Claim Number for the BENDEX file you want to review.  The Client >> Income >> BENDEX page displays.

  

What information is received from the Social Security Administration (SSA) BENDEX file?

 

·         SSA sends, via BENDEX, the gross SSA amount that a client is receiving.  BENDEX does not indicate all the reasons for the deduction if one is being taken.  Users need to be aware that at times a payment reduction is taken from SSA income.  Because BENDEX does not indicate the type of deduction, users should ask clients if any deductions are coming out of their check.  If the deduction is not excludable, the user may need to code the UNER to have this money counted. 

 

·         The BENI screen displays the client’s:

 

o    Social Security Payments.

 

o    Medicare Entitlements to include Part A and Part B.

 

o    SSA claim numbers.

 

o    Client’s with dual or triple participation.

 

o    The date this information was known to the state as well as payment status code.

 

·         The BEN2 screen displays information about SSA benefits, including Rail Road Retirement benefits, and citizenship information. See <F2> Help.

 

How am I notified if there is a change in Social Security Payments or Medicare Entitlements?

 

·         When there is a discrepancy in the Social Security Number, Name or Date of Birth between BENDEX and ACES, discrepancy Alert 253 – SOCIAL SECURITY / SSA DISCREPANCY – SEE 2ND TIER FOR DETAILS generated.

 

·         When ACES receives a record with a date of death for an active client, ACES generates Alert 271 – SOCIAL SECURITY INTERFACE INFORMATION – WORKER ACTION REQUIRED.

 

·         When there are discrepancies in client data the system generations the following two-tier alerts:

 

o    253 – SOCIAL SECURITY / SSA DISCREPANCY - SEE 2ND TIER FOR DETAILS

 

o    271 – SOCIAL SECURITY INFO – WORKER ACTION REQUIRED 2ND TIER

 

o    281 – BENDEX/WTPY HAS DIFF DATA THAN TPL SCREEN-REVIEW

 

¨        This alert does not display in ACES. A report is generated and sent to the Medicare Buy-In unit.

 

o    306 – BENDEX INTERFACE – “UNER” UPDATED WITH RSDI CHANGE

 

o    310 – SECOND SOCIAL SECURITY BENEFIT UPDATED BY BENDEX

 

·         Alerts for Take Charge (P06) clients will not be generated to worker of record if the client is active in another assistance unit.


NOTE:

When the client’s BENDEX Social Security Number, Name and Date of Birth match with a client already in ACES, this is considered an exact match.


 When does ACES process the BENDEX payment information?

 

·         When ACES has an exact match with a client, the system AUTO updates the client’s information under the following circumstances:

 

o    When the payment status code is C – Current payment status (except railroad payment) and there are unearned income amounts on the BENDEX record for a client who is receiving SSA Benefits.

 

o    When the client has multiple payment status codes.

 

o    When the payment status code indicates a suspended status (S0, S1, S2, S3, S4, S5, S6, S7, S8, S9, SF, SH, SJ, SK, SL, SM, SP, SS, or SW) ACES will leave the claim number on the client’s unearned income and will update the amount with zero.

 

o    When the system receives information from the SDX interface and AUTO opens benefits for an SSI client, their income is auto updated on the UNER screen with a verification code of SD.

 

If the client is also receiving SSA benefits and ACES has never received information for the client from the BENDEX file, we update the UNER screen with the SSA income found on the SDX2 screen using verification code SD – SDX.  A request is then sent to BENDEX to verify the BENDEX SSA benefit amount:

 

¨        If the SSA benefit amount that was supplied through SDX (valid value SD) is the same (within $1 +/-) as what is found in BENDEX, then ACES bypasses processing the client’s BENDEX record.

 

¨        If the SSA benefit with valid value SD in ACES is more than a dollar ($1 +/-) different than the BENDEX file amount, the client's UNER income is updated with the BENDEX information and valid value of BX – BENDEX, and ALERT 306 – BENDEX INTERFACE – “UNER” UPDATED WITH RSDI CHANGE  is generated .

 

¨        All future SSA income will be maintained and updated from the BENDEX interface file.

 

o    When the payment status code is S6 or S8, ACES generates Alert 271 – SOCIAL SECURITY INFORMATION – WORKER ACTION REQUIRED only when the prior payment status code received for the client was not S6 or S8.

 

o    When the payment status code indicates a terminated, withdrawal, or other adjustment status (TA, TB, TC, TJ, TL, TP, T, T0, T1, T2, T3, T4, T5, T6, T7, T8, T9, U). ACES generates Alert 271 – SOCIAL SECURITY INFORMATION – WORKER ACTION REQUIRED.

 

o    When a BENDEX interface indicates that a client is eligible for Medicare Part A and/or Part B ACES AUTO updates the TPL1 screen for clients with Medicare Part A or Part B participation.

 

o    When a new income source is identified on BENDEX, ACES AUTO updates the UNER screen.

 

What do I do after I disposition SSA/BENDEX data alerts?

 

·         When a SSA/BENDEX data Alert (253, 271, 281, 306 or 310) has been dispositioned, request a BENDEX re-accretion following the steps in How do I request a BENDEX re-accretion?

 

What is a BENDEX re-accretion?

 

·         This function allows users to request that a client be added to the BENDEX interface so that ACES will begin receiving BENDEX data electronically for that client.

              

How do I request a BENDEX re-accretion?

 

·         To request another BENDEX (interface file) re-accretion, take the following steps:

 

1.    From the WMEN screen, select Option O - AU / Client Misc.

 

2.    <TRANSMIT> and the OMEN screen displays.

 

3.    On the OMEN, enter Option G – Request SSA DATA/BENDEX Reaccret.

 

4.    <TRANSMIT> and a message displays confirming request.


NOTE:

Option G – Request SSA DATA/BENDEX Reaccret from the OMEN screen allows users to request a BENDEX re-accretion for a client. Data is forwarded to BENDEX for three months, then not again unless there is another request.
