Who is the Head of Household (HOH)?
  • The person entered in screening on the Applicant page is always the head of household (HOH).

  • For assistance units (AUs) with a history of one parent frequently moving in and out of the home, make the person who is in the home most consistently the head of household.

  • If there is another person in the household who wants benefits issued in their name, enter the other person as an authorized representative.

When should I change the HOH on an AU?

  • Only change HOH in the ongoing month.

  • Change the HOH when the HOH leaves the household and the remaining household members are still eligible to receive benefits.

  • Change the HOH when the HOH is deceased and the remaining household members are still eligible to receive benefits.

How do I change the Head of Household on an AU?


NOTE: If more than one change needs to be taken, process the change of HOH first.

To change the HOH in the ongoing month, take the following steps:
  1. On the STAT screen for the selected AU:

    • Change the relationship code for the new HOH to [SE] and update the valid value code. See <F1> Help.

    • Change the relationship code for all other household members as they now relate to the new HOH, update the valid value codes as appropriate. See <F1> Help, Call DONE and commit the data.

  2. On the ELIG screen for the selected AU:

    • Review relationship codes for potential problems.

    • If eligibility is incorrect, contact ITD Central Support at 360.664.4560 for assistance.

    • If eligibility is correct, commit the data.

  3. On the FSFI Screen for a FS AU, override Letter 010-01 (General - No Change in Benefits).


NOTE: Incorrect processing can result in corrupt data. If you do not get expected results, <F3> out of your case and call ITD Central Support at 360.664.4560 for assistance.

How do I change a recipient HOH to a non-member or a non-member HOH to a recipient?
  • In these situations, a new AU should be established.

How can I tell if a case has had a HOH change?

  • The change appears on the (NARR) screen as:

02/27/2004 (USERID) NEW HOH, CL ID #00XXXXXXX, SELECT TO XFER

  • Enter a [Y] in the select field to see the other HOH’s (NARR) screen.

What Happens to EBT or EFT benefits if I change HOH?

  • When the HOH is changed on an AU with issuance method EFT, the issuance method will change to EBT.

  • Edit 1977 HOH/AREP CHANGE WILL RESULT IN EFTR DELETION generates.

  • The new HOH must enroll in EFT if they wish to change the issuance method from EBT to EFT.

  • If the HOH was changed in a historical month and the AU is not active in the ongoing month, contact ITD Central Support (360.664.4560) for assistance.

What happens in Barcode and eJAS when I change HOH?

  • Barcode and eJAS are updated in the overnight batch process.
