· Initial issuance of Basic Food benefits is always done by EBT.
· The user has a choice of generating the issuance through the regular daily issuance in overnight batch or by emergency issuance.
How do I issue Basic Food benefits by emergency issuance?
· Questions on the APP2 screen for a Basic Food AU apply specifically to the issuance of an EBT card and emergency issuance of Basic Food benefits.
1. The questions on the APP2 screen for a Basic Food AU are:
o Do FS benefits need to be issued immediately?
o Do you want an EBT Card mailed to the HOH?
2. Answers to these questions result in the following:
o Do the FS Benefits need to be issued immediately?
[Y] = Issue benefits as an emergency issuance in the next scheduled daily issuance (9:30 a.m., 12:30 p.m., 3:30 p.m. or 5:30 p.m.)
[N] = Issue benefits as a regular issuance in overnight batch.
o Do you want an EBT Card mailed to the HOH?
[Y] = JP Morgan mails a new Card to the client.
[N] = JP Morgan will not mail a card to the client. Either the client already has an EBT card or a new / replacement card will be issued at the local office. | ||

3. Upon completion of the request for the emergency issuance the user is locked out of that AU and any related AU until batch processing has occurred overnight.
4. The lockout is for update mode only.
o This does not apply to finalizing a new application. Inquiry is still accessible.
o This eliminates the possibility of changing case data that would affect benefit eligibility and calculations after they have been determined for issuance. | ||

How do I issue cash / medical?
· Cash benefits cannot be issued locally.
· The answer to the question on the APP2 screen "Does the client have a medical appt or need to pick up a prescription today?" determines if the client’s medical eligibility is sent to HRSA’s ProviderOne system in overnight batch or in real-time.
· If the answer is N – No, the client’s medical eligibility will be sent to ProviderOne in overnight batch.
· If the answer is Y – Yes, the client’s medical eligibility is sent to ProviderOne in real-time.
o Upon completion of the request for real-time medical approval, the user is locked out of that AU and any related AU until batch processing has occurred overnight. | ||
