Reinstatement / Reopening Issuances

Revised October 26, 2011

Reinstatement / Reopening Issuances

When will benefits issue on a reinstated case?

Can an Emergency Issuance be completed on a reinstated Basic Food case?

How are EBT/EFT benefits issued during reopen?

When will benefits issue on a reinstated case?

·         For cases reinstated between monthly issuance and the first of the next month the warrant will be issued or the funds deposited in the EBT or EFT account on the first of the month (cash) or on the specified staggered mailing date (Basic Food).  See Benefit Issuances - Basic Food.

·         Benefits reinstated without a future availability date cannot be voided as they are issued as a daily issuance.  Only monthly issuances can be voided.

Can an Emergency Issuance be completed on a reinstated Basic Food case?

·         Users have the option of completing an emergency issuance request for basic food on cases reinstated after the first of the month that is being reinstated.

·         See How do I issue Basic Food benefits by emergency issuance?

EXAMPLE

A Basic Food case is closed at monthly issuance due to no recertification.

Two days later (after monthly issuance but before the first of the next month) the case is reinstated. Basic Food benefits will issue according to the staggered mailing schedule.

Same case but the reinstatement is done on the second of the next month. The user has the option of issuing the Basic Food benefits by emergency issuance.

How are EBT/EFT benefits issued during reopen?

·         EBT or EFT benefits are processed the same as initial benefits.  See Issuance - Initial Issuance.

·         AUs closed more than 12 months with an issuance type of EFT at the time of closure will issue either EBT or Warrant immediately.

·         If the AU closed within 12 months, benefits will issue as EFT, unless EFT information has been deleted from the EFTR screen.

NOTE:

When EFTR information is deleted prior to reopening of an AU closed within 12 months, the EFT issuance method will continue to display on STAT as EFT until that nights batch run, where benefits will issue as EBT.
