REFUGEE CATEGORICALLY NEEDY MEDICAL (R01) Who is eligible to receive R01 medical? How long is the R01 certification period?
Who is eligible to receive R01 medical?
· Clients active on Refugee Cash Assistance (RCA) who meet the following eligibility criteria:
o EAZ Manual – WAC 388-400-0030 Who is eligible for refugee cash assistance?
o EAZ Manual – WAC 388-466-0120 Refugee cash assistance (RCA).
o EAZ Manual – WAC 388-466-0130 Refugee medical assistance (RMA).
o EAZ Manual – WAC 388-466-0005 Immigration status requirement for refugee assistance.
o EAZ Manual – WAC 388-466-0150 Refugee employment and training services.
o EAZ Manual – WAC 388-466-0140 Income and resources for refugee assistance eligibility.
How long is the R01 certification period?
· R01 medical can be certified for up to six or eight months from the month the refugee arrived in theUnited States.

· Clients eligible for RCA are automatically eligible to receive R01 medical.
· See Refugee Cash Assistance (RCA) for instructions on opening an RCA case.
· For Afghanistan Immigrants who are granted Special Immigrant status under section 101(a)(27) of the INA, set user generated Alert 451 as a reminder to change the coding on the ALAS screen at the end of the six month eligibility period to allow federal assistance to trickle to state assistance.
1. On the ALAS screen, take the following steps:
o In the INS Stat field, change [RF] – Refugee to [PR] –Permanent Resident Under Color of Law.
o In the Initial INS Stat field, change [RF] – Refugee to [NR] – Not Refugee. | |

Who is eligible to receive R03 medical?
· A person who meets the following eligibility criteria:
o EAZ Manual – WAC 388-466-0130 Refugee medical assistance (RMA).
o EAZ Manual – WAC 388-400-0035 Refugee medical assistance--Summary of eligibility requirements.
o EAZ Manual – WAC 388-466-0005 Immigration status requirement for refugee assistance.
o EAZ Manual – WAC 388-400-0030 Who is eligible for refugee cash assistance?
o EAZ Manual – WAC 388-466-0120 Refugee cash assistance (RCA)
o EAZ Manual – WAC 388-466-0150 Refugee employment and training services.
o EAZ Manual – WAC 388-466-0140 Income and resources for refugee assistance eligibility.
How long is the R03 certification period?
· Refugee medical assistance can be certified for up to six or eight months following the refugee’s entry into theUnited States.

To screen an R03 medical, take the following steps:
1. From the Welcome Back page in aces.online, click the Screen New Application link at the top of the page. 2. On the Applicant page: o Enter the applicant’s (head of household) name in the Applicant Name field.
o Enter applicant’s residential address in the Residential Address field.
o If applicant has a mailing address, uncheck the box next to Mailing Address and enter the applicant’s mailing address.
o Click the Next button.
3. On the Address Validation page: o Make sure applicant’s address is validated or validation is skipped if need be.
o Click the Next button.
4. On the Programs page: o Under Programs, click the checkbox next to Medical andunder Program Determination Criteria click the checkbox next to Refugee.
o Click theNext button.
5. On the Add Member - Search Criteria page: o Add other household member(s).
o Match client to an existing client identification number (CLID) or assign a new CLID as needed on the Add Member - Client Matches page.
o Repeat process to add additional household members.
o Click the Next button.
6. On the Finalize page: o Refugee Categorically Needy (R03) displays.
o Click the checkbox next to Medical Assistance (MA).
o Enter the application date.
o Click the Commit button.
o Click the Exit Screening button to complete the screening process.
How do I process a pending R03 medical?
1. From the AMEN, access the pending AU via Option O – Interview. 2. On the STAT screen, complete the Finl Resp fields as follows:
o [PN] – Applicant forall applicants.
o [NM] – Non-Member for all other persons in household.
3. On the ALAS screen, complete the following fields for each applicant:
o In the INS Stat field, enter [RF] – Refugee.
o In the Date INS Stat Granted field, enter [Date].
o In the Spons Alien field, see <F1> Help.
o In the Country of Origin field, see <F1> Help.
o In the Entry Date field, enter [Date].
o In the Initial INS - - -Stat, enter [RF]– Refugee.
o In the Initial INS - - -Stat Dt field, enter [Date].
4. After committing the interview data, follow the instructions in the Process Application Month chapter for all pending months.
After all pending months have been processed, follow the instructions in the Finalize Application chapter. | |

SPECIAL CIRCUMSTANCES OPENING R03 MEDICAL
· There are situations where a refugee household received TANF or Refugee assistance but is no longer eligible due to income. When a new family member joins the household, the new member is eligible to receive R03 medical. The following steps are necessary to open the R03 Medical so it is not denied for income.
To Screen R03 in this situation:
1. Screen in Medical R03 as described in How do I screen R03 Medical? and code the new person as Head of Household.
2. Select AMEN, Option O – Interview.
3. On the STAT screen, complete the Finl Resp fields as follows:
o [PN] – Applicant for the applicant only.
o [NM] – Not Related and Not Financially Responsible to the Applicant for the spouse who has received TANF or Refugee Assistance.
o [SC] – Child of SSI Related Parents/Child used to determine household sizefor all children in the household.
4. Complete the application interview. After committing the interview data, follow the instructions in the Process Application Month chapter for all pending months.
5. After all pending months have been processed, follow the instructions in the Finalize Application chapter to complete the R03 eligibility determination.
How do I process an application for an Afghan Immigrant who was granted Special Immigrant status under section 101(a)(27) of the INA?
