Who is eligible for Refugee Assistance?

 

·         Applicants who can provide specific types of documentation to verify their Refugee status may be eligible to receive refugee assistance.

 

·         For information on what types of documentation is needed to verify refugee status, see EAZ Manual – WAC 388-466-0005 Immigration status requirement for refugee assistance.

 

What type of assistance is available to Refugees?

o    Temporary Assistance for Needy Families (TANF) – for Refugee families with minor children.

Who is eligible for Refugee Cash Assistance (RCA) – R01?

 

·         Refugee Cash Assistance (RCA) is available to refugees that meet the eligibility criteria in the following WACs:

 

o    EAZ Manual – WAC 388-466-0120 Refugee Cash Assistance (RCA).

 

o    There are employment and training service requirements for clients receiving RCA. See EAZ Manual – Refugee Assistance Program – Employment and Training requirements.

 

o    Temporary Assistance for Needy Families (TANF) is the priority program for Refugee families with minor children. Users must determine if families with minor children are eligible for TANF first before considering RCA. For more information, see Temporary Assistance for Needy Families.

 

How do I screen a RCA application?

 

·         To screen a RCA application, take the following steps:

 

1.    On the Welcome back page in aces.online, click the Screen New Application link at the top of the page. The Applicant page displays in a new window.

 

2.    On the Applicant page:

 

o    Enter the [applicant’s name] in the Applicant Name field.

 

o    Enter the [client’s residential address] in the Residential Address field.

 

o    If the applicant has a mailing address, click the box next to Mailing Address same as above field to remove the checkmark and enter the applicant’s mailing address. 

 

o    To add an Authorized Representative, follow the steps in Screening – Add AREP.

 

o    Click the Next button and the Address Validation page displays.

 

3.    On the Address Validation page:

 

o    Take the necessary steps to complete the address validation process. See Screening – Address Validation for additional information.

 

o    Click the Next button and the Programs page displays.

 

4.    On the Programs page:

 

o    Click on the checkbox next to Cash.

 

o    In the Program Determination Criteria section, click the checkbox next to Refugee.

 

o    Click the Next button and the Add Member (Search Criteria) displays.

 

5.    Add all household members following the steps in the Screening Chapter - Screening a Client.

 

6.    On the Finalize page:

 

o    Click the checkbox next to Refugee Medical (R01).

 

¨        The R01 program is used to determine eligibility for cash and medical assistance.

 

o    Complete the screening process. For more information, see the Screening chapter.

 

How do I process a RCA application?

 

·         To process an pending RCA application, take the following steps:

 

1.    From the AMEN screen, enter Option O – Interview in the Selection field.

 

2.    On the DEM2 screen:

 

o    Enter the [client citizenship code] in the Citiz field, see <F1> Help.

 

o    Enter the [citizenship verification code] in the V field next to Citiz.

 

3.    To complete the ALAS screen fields, follow the steps listed in the Screen Descriptions - ALAS - Aliens, Students and PII Screen.

 

o    For Refugee clients:

 

¨        In the INS Stat field, enter [RF] – Refugee.

 

¨        In the Initial INS Stat field, enter [RF] – Refugee.

 

o    Once all required information has been entered, press <TRANSMIT>.

 

o    Edit 1527 – REMEMBER TO CREATE A LETTER TO THE VOLAG FOR THIS REFUGEE displays.

 

¨        If the client has a DSHS 14-318, VOLAG Verification Form, press <F4>.

 

¨        If the client does not have this form and you are unable to contact the VOLAG, go to aces.online to create the letter. See Letters.

4.    After committing the interview data, follow the instructions in the Process Application Month and Finalize Application chapters.
