Standards of Assistance

Revised March 25, 2011

What are the standards of assistance?

How do I code a client who owns their home but only pays for utilities or assessments?

How do I code a client in subsidized housing who only pays utilities?

What are the standards of assistance?

·         Standards of assistance are set in ACES Parameters based on policy. As needed when policy changes, these standards are updated with effective dates. Historical standards are retained in the system for processing cases historically. See Parameters for more information.

·         Standards of assistance can be found by clicking on the link at the top of the page in aces.online, or in ACES mainframe on the FMEN and FAMN screens. Click here to view the standards of assistance chart.

·         The monthly need and payment standards for cash assistance are based on the number of eligible members in a household AU and whether the AU has an obligation to pay shelter costs.

·         For more information on the policy regarding standards of assistance, see the following links to the EAZ Manual:

o    Standards – Cash Assistance

o    Standards – Basic Food

o    Standards – Medical Assistance Programs

How do I code a client who owns their home but only pays for utilities or assessments?

·         If the client owns their home and is only paying for utilities and/or assessments, take the following steps to ensure ACES uses the shelter obligation standard instead of the supplied shelter standard:

1.    On the RES2 screen:

o    Enter [property information] in the Real Property section.

o    Enter [PR] – Primary Residence in the Use field.

o    For more information on the Real Property codes, see Resources - How is Real Property counted towards the resource limits for cash, medical and Basic Food programs?

How do I code a client in subsidized housing who only pays utilities?

·         For information on eligibility, see EAZ Manual – WAC 388-478-0010 Households with obligations to pay shelter costs.

·         When the client lives in subsidized housing and makes a utility payment instead of a rental payment, take the following steps to ensure ACES uses the shelter obligation standard instead of the supplied shelter standard:

1.    On the SHEL screen:

o    Enter a [utility dollar amount] in one of the utility fields.

w  For example, if the client is paying the electric bill, code the average monthly amount in the Electric field on the SHEL screen.

o    Enter a [Y] in the Public Housing or Rent Subsidy field.

o    Enter the [appropriate utility code] in the Util Std field. See <F1> Help.
