How can I preview eligibility on a case?

 

·         Use one of the following methods to check eligibility on a case without actually committing any data:

 

o    Test Eligibility – financial determination on an active or pending case (<F8> Elig Results).

 

o    Trial Eligibility – financial and non-financial eligibility determinations on an active or pending case.

 

o    Trial Budget – determination if a case is eligible for a specific program.

·         Financial workers and some inquiry only staff have security rights to check eligibility on a case.  See What is the ACES Security Matrix? 

 

How do I test eligibility on an active or pending case?


NOTE:

NOTE:  Test eligibility can only be used in Option R – Interim/Hist change, Option O – Interview, or Option P – Process Appl Month.


1.    Update any financial screen (such as RES1, EARN, or UNER) with the data you wish to test financial eligibility on.

 

2.    Press <F8> to see the eligibility results. 


NOTE:

When <F8> - is used for a household with cash and Basic Food AUs, the eligibility results display for the cash AU.  To see the eligibility results for the Basic Food, go to any Basic Food AU level screen (e.g. MISC, or STAT), and press <F8>.


3.    <TRANSMIT> to return to the case.  If <F3> is entered, workers receive Edit 0003 INVALID FUNCTION KEY FOR THIS SCREEN.

 

4.    Press <F3> to exit the case, or call DONE and commit the data, if appropriate.

 

When should I use trial eligibility?

 

·         Use trial eligibility to make financial and non-financial eligibility determinations for a variety of ‘what-if’ situations on an active or pending case.


EXAMPLE

To determine the impact a Workfirst sanction has on a client’s case, without committing any data.


How do I run trial eligibility on an active or pending case?

 

1.    From AMEN,

 

o    Select Option F – Trial Eligibility.

 

o    Enter the [AUID] or [CLID].

 

o    Enter the [benefit month and year] in the Benefit Month (MM YY) field.

 

2.    Update the screens (DEM1, WORK, RES1, EARN, UNER) with the data you wish to run trial eligibility on.

 

o    Update the Trial Elig HH Increment field on MISC screen to determine how much the household should have received if one more person were on the AU.  If that person has income, workers may need to code that information on a client who is a RE – Recipient on the AU.  (See example below)

 

3.    Call DONE to see the eligibility results.  Non-financial results display on the ELIG screen, and financial results display on the CAFI or FSFI screen.


EXAMPLE

On 3/15/09, worker finalized add a person on a Basic Food AU for months 3/09, 4/09 and 5/09.  But the added person was incorrectly denied for month 4/09.  To determine how much the household should have received if one more person were on the AU, update the Trial Elig HH Increment field on MISC screen.  If that person has income, workers may need to code that information on a client  who is a RE – Recipient on the AU.


NOTE:

If an active AU contains a pending person, the non-financial results for that person displays on the ELIG screen.  For example, if a TANF AU has a pending 16 year old child and that child has failed school requirements, the ELIG screen displays the Reason Code 205 Failed Age/School Attendance and the child’s status remains PN – Applicant.


When should I use trial budget?

 

·         Use trial budget to determine if a case is eligible for a specific program.  Workers may also use the Trial Eligibility Calculator located at http://www.dshs.wa.gov/esa/.

 

How do I run trial budget?

 

1.    From AMEN, select Option E – Trial Budget

 

2.    On the TBUD screen, enter the data you wish to run trial budget on.   See <F2> and <F1> Help.


NOTE:

If earned income is entered for program type AF, enter [N, N] in the 30 & 1/3 fields.  System allows the 50% earned income disregard, regardless of entry.


3.    <TRANSMIT> to see the results on the TBCA screen. 

 

o    Press <F18> - TBUD to return to the TBUD screen to change data. 

 

4.    Press <F3> or <TRANSMIT> to return to AMEN.
