Medical Extension Sprout

  • TANF AUs that are closed during the adverse action period have a paid through date of the end of the following month unless the user waives adverse action.
  • If this action is taken during the adverse action period, but before monthly issuance  runs, the third month (first month of the medical extension) is not in the system, so the medical extension AU is not created on-line at the time the action is taken.
  • The medical extension AU will be created by the system when the month begin job runs for the month following the month the action is taken to close the AU.

EXAMPLE

Today is 10/23. You close a TANF case and do not waive adverse action. The paid thru date in ACES is 11/30. Currently only benefit months October and November are in the system so the medical extension AU is not created. When monthly issuance runs on 10/25 benefit month December is in the system. When the month begin job runs on 11/1, ACES will automatically create the MA extension AU. The user will be able to see the AU on-line on 11/2.

Spawning

  •  Spawning is when the system will deny a case and set up a higher priority AU.

  •  Spawned AUs will have a new AUID assigned.

  •  The system is programmed to spawn only in certain situations.
     


Tracks - Jumping

  • When the system will and won't trickle and sprout depends on the track your AU is in at the time a change takes place that requires a different medical AU be opened.

  • Tracks refer to types of medical coverage groups.

  • These medical coverage groups are most easily identified by the coverage group number.


EXAMPLE

F = Family Related, includes Children's H and H Medical

S = SSI recipient or Categorically Related to SSI

P = Pregnancy

L = LTC SSI Related


  • The program code, type, and medical coverage group chart  has the groups separated by category of assistance.  See Program Codes.

  • Each category of assistance is its own separate track.

  • In most situations, an AU will only sprout or trickle within the same track.


EXAMPLE

TANF cash AU that includes a pregnant mom and her 2 children is terminated due to excess earned income.

The household is not eligible for the 12-month medical extension because they have not been on TANF three of the previous six months. When the change is processed in ACES the system will terminate the AF-R-F01 cash AU and sprout an MA-R-F06 AU for the children.

ACES will not open a medical extension for the pregnant mom. This is because the medical coverage group she was receiving assistance under was F01. The medical coverage group of the medical extension should be MA-P-P02 (S medical). The system cannot "jump tracks" from F01 medical coverage group (F track) to P02 (P track).

For the mom to get extended medical coverage the worker must screen Add a Program for P02 medical, interview, process and finalize the case.


EXAMPLE

GA-U-G01 AU is denied, ACES will not sprout an MA-R-M99 (MI) AU even if the Emergent Condition information is completed on the (ALAS).

 


Trickle and Sprout

  • Trickles and sprouts occurs when ACES starts with one program and/or medical coverage group, then after eligibility runs, the system determines the AU is eligible for a different assistance type.

  • When an AU trickles it stays in the same track and keeps the same AUID.

  • When an AU sprouts, it also stays in the same track, but ACES assigns it a new AUID.

  • The trickled or sprouted assistance unit is usually a medical AU and is generally a lower priority program than what the original AU was.

  • ACES is programmed to trickle and sprout only in certain situations.


EXAMPLE

An AF-R F01 cash AU is terminated due to excess earned income. The user makes changes to the AF-F01 AU and runs eligibility. ACES closes the AF AU and if eligible, opens an MA-R-F02 AU for the medical extension.


  • If an AU is not eligible for a specific medical coverage group ACES will trickle through the entire family or track looking for a program for which the AU is eligible. If it finds one, the AU is approved; if not, the AU is denied or closed.

  • Trickling happens at an AU level and once ACES finds a program for which one or more of the clients in the AU are eligible, the trickle ends.

  • To get any other programs the user must screen Add a Program.

  • Trickling and sprouting only happens if ACES closes or denies an AU.

  • If the user denies or closes TANF for certain 500 level reason codes, a pending medical will sprout.
