Effective October 1, 2008, ABAWDs living within the Muckleshoot Reservation in King County or within the Tulalip Reservation in Snohomish County are exempt by USDA waiver. Please use exemption code "EA" for these ABAWDs. ABAWDs living within other tribal reservations in King County, unless otherwise eligible for an individual exemption, under WAC 388-444-0035 must register for work and participate in required BF E&T activities. All other ABAWDs living in Snohomish County (outside the Tulalip Reservation) are exempt through the 15% exemption provision. Please code these ABAWDs with the "SW" exemption code.

ABAWDs living on other tribal reservations in the state are exempt, based on the county's USDA waiver status and must be coded with the exemption code "EA".  Please refer to the chart above.

* The department only offers BF E&T Services for non-ABAWDS in King County and on a limited basis in Snohomish, Skagit and Whatcom Counties. Other areas of the state must still screen household members to determine if they are a mandatory participant and register them for work.
