WAC 388-444-0010 Clients who are required to register for work and must participate in FS E&T.

The following clients are nonexempt, must register for work and are required to participate in FS E&T:  

  1. Age sixteen through fifty-nine with dependents;

  2. Age sixteen or seventeen, not attending secondary school and not the head-of-household;

  3. Age fifty through fifty-nine with no dependents.

  4. Age eighteen to fifty, able-bodied and with no dependents as provided in WAC 388-444-0030.

CLARIFYING INFORMATION

  1. FS E&T services are available in King, Snohomish and Whatcom Counties only.

  2. Work registration is required statewide:

    All people without a personal exemption must register for work. This includes when someone lives in an area with no FS E&T services.

WORKER RESPONSIBILITIES

Non-ABAWDs who are required to participate in E&T:

  1. Register the client for work by coding the WORK screen in ACES with the appropriate E&T status code.

  2. Refer clients to an approved E&T activity as defined in Section A. General Requirements for Job Search or education. See the eJAS PROCEDURES in this section.

Non-ABAWDs exempt because they live in an area with no E&T services:

Register the client for work by coding the WORK screen in ACES with the appropriate E&T status code.

Able Bodied Adults Without Dependents (ABAWDs)


eJAS PROCEDURES

Use the following procedures to refer a client for services:

  1. Search to see if the client information is in the system.

    1. If the client information is not found in the system, add the client information by pressing the Client Add Screen

    2. The Case Number for client receiving only Basic Food shows a $ in the third character of the number. The $ distinguishes a Basic Food client from a TANF client. (I.e., 68$94568987)

    3. Food Stamp Type (PF1 HELP) provides the codes for ABAWDs and non-ABAWDs.

  2. Enter the following information on the Client Demographics screen:

    1. Date of the interview;

    2. Highest education grade completed;

    3. Year the education grade was completed;

    4. Last twelve months worked - enter "00"; and

    5. JOBS Status - enter "NE" unless it is a volunteer (PF1 HELP for codes).

  3. On the component screen enter:

    1. The "RF" (referral, "WF" (Workfare), or "WE" (Work Experience) code;

    2. The date you see the client to determine eligibility (State Date);

    3. The DSHS worker ID of the person who will be responsible for the follow-up activities;

    4. For all codes input the end date for when the component is scheduled to end. For example:

      • For Job Search the end date is 30 days from the start of the component.

      • For Workfare the end date is the next Basic Food re-certification date.

    5. Authorize support services as described in Section D. Payments for Related Expenses.
