WAC 388-444-0025 Payments for FS E&T related expenses.

  1. Some of a client's actual expenses needed to participate in the FS E&T program may be paid by the department. Allowable expenses are: 

    1. Transportation related costs; and

    2. Dependent care costs for each dependent six through twelve years of age.

  2. Dependent care payments are not paid if:

    1. The child is thirteen years of age or older unless the child is:

      1. Physically and/or mentally incapable of self-care; or

      2. Under court order requiring adult supervision; or

    2. Any member in the food assistance unit provides the dependent care.

  3. Dependent care payments paid by the department cannot be claimed as an expense and used in calculating the dependent care deduction as provided in WAC 388-450-0185.

CLARIFYING INFORMATION

  1. Transportation allowance for participants:

FS E&T participants are eligible for a maximum $100 allowance per month for transportation or other costs related to participation. Bus passes and gas vouchers are allowed and will be paid by DSHS and Employment Security Department (ESD) using the JOBS Automated System (eJAS).

  1. Clothing allowance for participants:

FS E&T participants may receive a $200 clothing allowance once in a 12 month period. Vouchers are created and payments approved through eJAS.

  1. Dependent care allowance - Non-ABAWD and FAP Non-ABAWD participants only:

    1. Allowed to FS E&T participants ages 16 through 59 with dependents.

    2. Allowed to exempt clients who are voluntarily participating in the FS E&T program.

    3. Allowed for children ages 6 through 12.

    4. Allowed when:

      1. No other person in the household is available to provide care; and

      2. There is no other informal resource available.

  2. Authorize and track child care costs:

The department uses Working Connections Child Care to authorize and track child care costs. Payment is made through the Social Service Payment System (SSPS).
