ACES PROCEDURES

CSO staff do not need to take any action to close P06 AUs. ACES will automatically terminate P06 AUs when clients become active in another medical program or when the certification period ends.

WAC 182-532-0700 TAKE CHARGE program--Purpose (Emergency rule effective 10/1/2012)

TAKE CHARGE is a family planning demonstration and research program approved by the federal government under a medicaid program waiver. The purpose of the TAKE CHARGE program is to make family planning services available to men and women with incomes at or below two hundred fifty percent of the federal poverty level. See WAC 388-532-710 for a definition of TAKE CHARGE.

WAC 182-532-0720

Effective July 1, 2011

WAC 182-532-0720 TAKE CHARGE program -- Eligibility. (Emergency rule effective 10/1/2012)

(1) The TAKE CHARGE program is for men and women. To be eligible for the TAKE CHARGE program, an applicant must:

     (a) Be a United States citizen, U.S. National, or "qualified alien" as described in chapter 388-424 WAC and provide proof of citizenship or qualified alien status, and identity;

     (b) Be a resident of the state of Washington as described in WAC 388-468-0005;

     (c) Have income at or below two hundred fifty percent of the federal poverty level as described in WAC 182-505-0100;

     (d) Need family planning services;

     (e) Apply voluntarily for family planning services with a TAKE CHARGE provider; and

     (f) Not be currently covered through another medical assistance program for family planning.

     (2) A client who is pregnant or sterilized is not eligible for TAKE CHARGE.

     (3) A client is authorized for TAKE CHARGE coverage for one year from the date the department determines eligibility or for the duration of the demonstration and research program, whichever is shorter, as long as the criteria in subsection (1) and (2) of this section continue to be met. Upon reapplication for TAKE CHARGE by the client, the department may renew the coverage for additional periods of up to one year each, or for the duration of the demonstration and research program, whichever is shorter.

CLARIFYING INFORMATION

TAKE CHARGE is a federally funded program providing family planning services to men and women in Washington State who do not have such services available to them. Clients must apply for the program through a TAKE CHARGE family planning provider.
Take Charge medical coverage type in ACES is P06.
Participation in the Take Charge program is confidential even when members of the same household are receiving Take Charge.

EXAMPLE

Members of the same family or household may not know that a spouse or minor is receiving Take Charge. Staff must not reveal who in the household is receiving Take Charge.

Family Planning Providers send completed applications for TAKE CHARGE to a central MEDS unit at HRSA.
All eligibility and service questions posed by TAKE CHARGE clients should be referred to the TAKE CHARGE provider where they enrolled.

Worker Responsibilities

Clients that are ineligible for other medical programs should be informed of the TAKE CHARGE program and how to apply. For a list of providers visit HRSA's Family Planning web site.
TAKE CHARGE clients who inquire about their Family Planning coverage should be informed to contact their TAKE CHARGE provider.
Community Services Offices may contact the Take Charge Unit at 1-800-562-3022 ext 15481.
The Take Charge Unit at MEDS will coordinate changes to shared cases with local CSOs.
