WAC 388-526-0450 What is a witness? (Emergency rule effective 6/10/12.) 1. A witness is any person who makes statements or gives testimony that becomes evidence in a hearing.
2. One type of witness is an expert witness. An expert witness is qualified by knowledge, experience, and education to give opinions or evidence in a specialized area.
