OLYMPIA -- The state Department of Social and Health Services stopped admissions to Wanjo's Home, a privately operated adult family home located at 4223 South 261st Street, Kent.

The home is licensed to Millicent Wambugu.

The state took the action after finding numerous violations that jeopardize the safety and well-being of residents. The violations include but are not limited to failure to:

• Ensure two residents' negotiated care plans included how to respond to incontinence needs and how to accommodate their choices of activities.
• Ensure one resident was provided with appropriate footwear.
• Ensure that residents were allowed phone calls, to watch television and play video games and failure to ensure they were not punished for incontinence.
• Promote an environment that enhanced their dignity by having the residents live with strong urine odors and two doors in disrepair.
• Ensure the home temperature was at least 68 degrees Fahrenheit during waking hours, leaving residents in the cold for three weeks.

While the home is in stop placement, licensee may not admit residents.

The provider has the right to contest the stop placement by requesting an administrative hearing within 28 days of state notification. Current residents may stay in the home. If a resident chooses to remain, DSHS will continue to monitor the home for resident safety.
