DSHS stops admissions to Vancouver adult family home
OLYMPIA – The state Department of Social and Health Services has stopped admissions to Sunshine, a privately operated adult family home, located at 12900 SE McGillivray, Vancouver.
The adult family home is licensed to Dan and Doina Francu. The license number is 38001.
The state took the action after finding numerous violations of regulations that affected the safety and well-being of residents. The violations include but are not limited to:
The adult family home failed to ensure necessary care and services were provided to three residents, placing the residents at risk of further abuse and unmet needs, and resulting in an abrupt discharge for one resident.
The adult family home failed to protect one resident from abuse.
The adult family home failed to promptly report to law enforcement and the Department when one resident sexually abused another vulnerable adult. The Department was unable to evaluate if systems were in place to protect residents.
The adult family home failed to develop written rules and policies related to abandonment, abuse, neglect and exploitation of a resident. This deficient practice made three residents vulnerable to abuse.
While the home is in stop placement, the licensee may not admit residents.
The provider has the right to contest the stop placement by requesting an administrative hearing within 28 days of state notification. Current residents may stay in the home. If a resident chooses to remain, DSHS will continue to monitor the home for resident safety.
