Important Changes to Benefits for Incapacitated and Disabled Adults

A new state law ended the Disability Lifeline program on October 31, 2011. Three new programs began November 1, 2011:

Medical and mental health benefits were not affected by the termination of the Disability Lifeline program. Clients enrolled in managed care continue to receive medical care from the Community Health Plan of Washington (CHPW) providers.

About ESHB 2082

ESHB 2082 was passed by the Legislature and signed into law by Governor Gregoire on June 15, 2011.


Informational Brochure

The attached brochure titled, "Important Changes to DSHS Benefits for Incapacitated or Disabled Adults," was sent to recipients of the Disability Lifeline program in September, 2011. The brochure provides information about the ending of the DL program and the creation of the three new programs.


Rules (Washington Administrative Codes)

The Department of Social and Health Services is amending, repealing and creating new rules to eliminate references to Disability Lifeline and to establish standards for the Aged, Blind or Disabled and Pregnant Women Assistance programs to comply with ESHB 2082. The rules were filed via an emergency adoption as WSR 11-21-049 with a November 1, 2011 effective date.

Monthly status updates regarding the implementation of the new programs will be posted to this website on a monthly basis.


Community Stakeholder Meetings

We held community stakeholder meetings in July in Spokane, Yakima, Wenatchee, Pasco, Tacoma, Seattle, Vancouver and Everett and in Poulsbo on August 5, 2011. We held a second round of community stakeholder meetings in the nine locations in September, 2011. The goal of the meetings was to share updates and ask for feedback regarding the implementation of ESHB 2082.

The third round of community stakeholder meetings took place on February 27 and 28, 2012 via webinar.
