Almost one million DSHS clients (43.7 percent) were served by two or more of the nine DSHS programs during FY2007. The table below shows how many clients were “shared” between two, three, four or more DSHS programs. Table: Shared clients who have complex service needs.

The “shared clients” have more complex service needs, and hence are more costly to serve. In FY 2007, the average annual expenditure for clients who used just one DSHS program was $787, one-eighth the cost ($6,976) of clients served by two or more programs.
