Approximately 262,481 individuals who are deaf and hard of hearing live in the state of Washington. Of those 74% of them live in urban areas. Washington has a large deaf-blind population. What do we offer? Telecommunication Relay Service (TRS) Relay operator services allows people with hearing loss to communicate effectively with others who do not have specialized telephone equipment, in a way similar to what a person with normal hearing and clear speech communicates with the telephone. Telecommunication Equipment Distribution (TED) Specialized telephone equipment is available to eligible clients. Contracted trainers provide client training on how to use the equipment. Communication Access Network (CAN) Videoconferencing sites throughout Washington provide access to video relay services (VRS), and face-to-face interpersonal communication (P2P). Sign Language Interpreter Management (SLIM) A statewide contract for interpreter services is available so that individuals using sign language can communicate with state government staff. Assistive Communication Technology (ACT) A loan & referral service provides assistive listening device systems, real-time captioning and resources to other assistive technology. Information, Referral & Advocacy (IRA) Provides information, referrals and resources to the general public and communities. ODHH advocates on behalf of individuals needing access to effective communication in state government. Outreach & Training (OT) Outreach activities increase awareness about diversity and culture. Training activities provide knowledge and skills to effectively serve people with hearing loss through the provision of reasonable accommodations. Social & Human Services (SHS) Non-profit Regional Service Centers of the Deaf and Hard of Hearing provides a variety of social and human services throughout Washington, including case management services. Telecommunication Relay Service (TRS) Telecommunication Relay Service, better known as Washington Relay, is a free service that provides full telephone accessibility to people who are deaf, hard-of-hearing, deaf-blind, or have a speech disability. • Washington Relay allows text-telephone (TTY) users to communicate with standard telephone users through specially trained Relay Operators (ROs). • Washington Relay provides a new service called the Captioned Telephone Service (CTS) with extended customer service hours of operation to seven days a week. Hours of operation are Monday – Friday, 7 a.m. – 7 p.m. Central, and Saturday and Sunday 8 a.m. to 5 p.m. Central. Customer service is closed on Easter, Memorial Say, Independence Day, Labor Day, Thanksgiving, Christmas and New Year’s Day. • Users can make calls to anywhere in the world, 24 hours a day, 365 days a year with no restrictions on the number, length, or type of calls. • All calls are strictly confidential and no records of any conversations are maintained. • Administered by the Washington State Office of the Deaf and Hard of Hearing and provided by Sprint. RSC’s provide case management services to individuals who are deaf, hard of hearing and deaf-blind. These centers also respond to public requests for information and referral on programs, services and resources for, of and by individuals who are deaf, hard of hearing and deaf-blind. Each RSC has an Assistive Listening System (ALS) for individuals, small groups, organizations, businesses and government agencies to borrow for use in improving amplification during meetings. RSC’s have qualified staff members available to provide education, training and consultation on making public facilities, services and programs accessible to community members who are deaf, hard of hearing, late deafened and deaf-blind under the Americans with Disabilities Act (ADA) and other related laws.
