COPES Draft Waiver Renewal Application

The Centers for Medicare and Medicaid Services (CMS) require States to seek public input when submitting an application for a renewal or an amended 1915c waiver.

The COPES Waiver operated by Aging and Long-Term Support Administration (ALTSA), will be amended effective 6/1/2018 for the following purpose:

The Agency and ALTSA intend to submit an application for renewal of the Community Options Program Entry System (COPES) waiver, WA.0049. The renewal application, once approved, will allow the state to continue to provide COPES Waiver services to eligible persons. The effective date of the waiver renewal is expected to be January 1, 2019.

The COPES waiver has been operating since 1982, and during the waiver year 2017-2018 is authorized to serve up 42,328 persons. COPES waiver services provide an alternative to nursing home care for aged, blind, or disabled adults who live in their own homes or residential settings. Participants must meet financial and functional eligibility requirements. Services in this waiver include environmental modifications, specialized medical equipment and supplies, non- medical transportation, home delivered meals, client training and wellness education, adult day health, adult day care, and skilled nursing.

The state is proposing the following changes in the COPES renewal application:

  • Revisions and updates to several waiver performance measures
  • Addition of new provider type for Client training and Wellness Education service
  • Potential increase in capacity

DSHS welcomes all comments on the draft waiver amendment. Comments may be submitted to DSHS through the website address listed above or may be mailed to Jamie Tong at the address listed below. DSHS will receive comments through 5:00 pm close of business on February 16, 2018.
