Residential Support Waiver Draft Amendment

The Centers for Medicare and Medicaid Services (CMS) require States to seek public input when submitting an application for a renewal or an amended 1915c waiver.

The Agency and ALTSA intend to submit an application for renewal of the Residential Support Waiver, WA.1086. The renewal application, once approved, will allow the state to continue to provide services to eligible persons. The effective date of the waiver renewal is expected to be January 1, 2019.

As an important element of the State's commitment to provide community alternatives to institutional care, the Residential Support Waiver began in 2014 and provides supports and services in licensed community residential settings to adults who are eligible for nursing facility level of care and have the need for enhanced residential services.

The waiver is operated by the State Department of Social and Health Services (DSHS) through the Aging and Long-Term Support Administration (ALTSA).  Residential case management is provided by ALTSA local Home and Community Services (HCS) offices.

The state is proposing the following changes in the RSW renewal application:

  • Revisions and updates to several waiver performance measures
  • Addition of new provider type for Client training and Wellness Education service
  • Potential increase in capacity

DSHS welcomes all comments on the draft waiver amendment. Comments may be submitted to DSHS through the website address listed above or may be mailed to Jamie Tong at the address listed below. DSHS will receive comments through 5:00 pm close of business on January 5, 2018.
