The goal of the Independent Living Program is to prepare foster and former foster youth to live independently by increasing their skills, knowledge and competency in the following areas.

  • Educational Stability, Advocacy and Achievement
  • Post-secondary education preparation
  • Income Maintenance
  • Employment/Vocational Readiness
  • Housing
  • Daily Living Skills
  • Interpersonal Skills
  • Youth Self Advocacy
  • Bridging of healthy/supportive relationships

The Independent Living Program is voluntary and is open to all youth that meet eligibility. The youth can be anywhere on the spectrum of transitioning to adulthood. Children's Administration contracts with local community based agencies and federally recognized Tribes throughout the State for Independent Living Services.

Eligibility

The youth is eligible for Independent Living if they are/were age 15 or older in an establish dependency action through DSHS or a tribal child welfare agency for at least 30 days after their 15th birthday. Once initial eligibility is determined the youth will continue to be eligible until their 21st birthday. If a youth enters a permanent plan (return home, Title 13, etc.) after meeting the criteria of eligibility they can receive Independent Living services until they reach 21 years of age.
