Notification that the DLR WAC Rule-Making is in Process
Children's Administration is notifying you that the rule making process has begun. The CR-101 was filed on January 10, 2018 to initiate the process to make changes to the Division of Licensed Resources (DLR) WACs. There are several DLR WACs in the 388-148 Child Foster Homes, 388-145 Group Care, or 388-147 Child Placing Agencies and Adoption Services that are in the process of being revised. The Preproposal Statement of Inquiry CR-101 and the proposed WAC language are attached for your review; the proposed revisions are in red.

The amended language in this revision has been requested by DSHS staff, the Fire Marshal, private agency staff, group care staff, foster parents and other stakeholders. The proposed changes will be shared through the foster parent distribution list and posted to the foster parent website.  The proposed changes will also be discussed at the upcoming 1624 Statewide Consultation Meeting in January, the Private Agency Licensor (PALs) Statewide Meetings and the Children’s Administration Indian Policy Advisory Committee during the month of February.

You will also be receiving a notice when the CR-102 has been filed. At that time the attached WACs will be open for comment and you will receive the date for the public hearing. Notification that the DLR WAC Rule-Making is in Process
This is the notification for Children’s Administration, DLR emergency WAC filing (CR-103E) that went into effect on 12/19/2017. There was a recent practice change, that required the emergency WAC language to be amended. The new WAC language clarifies that DLR is no longer completing fingerprint for 16 and 17 year olds living in a licensed foster homes. DLR is now required to complete an in-state or Washington State Patrol background check as was required prior to 10/19/17. The emergency WAC WSR 18-01-117 that is attached to this email supersedes the previous emergency WAC filed on 10/19/17. Please see the new WAC language on the attachment SHS-4658.4. The rule making forms and the Small Business Economic Impact Statement and Cost Benefit have been filed and are  attached for your review. These documents are required when proposing WAC changes. 

The CR-102 has also been filed, which opens the amended WACs for public comment. The public comment period for the following rule changes is now through January 23, 2018 at 5:00pm. Read more

Revised Foster Care and Group Care WACs go into Effect on November 24, 2017
Changes were made to WAC chapters 388-145 Group Care Facilities and 388-148 Foster Homes. The updated WAC language will be available on November 27, 2017 at https://www.dshs.wa.gov/ca/foster-parenting/guidelines-laws-rules . The language will also be updated on the legislative website at http://apps.leg.wa.gov/wac/default.aspx?cite=388 approximately two weeks later. National Adoption Month 2017 Teens Need Families, No Matter What
National Adoption Month is an initiative of the Children's Bureau with a goal to increase national awareness and bring attention to the need for permanent families for children and youth in the U.S. foster care system. Washington State celebrates with foster children and their adoptive families as their adoptions are finalized in courts across the state. The public is welcome to attend any of these events to witness the creation of new families through adoption. Read more

Notification that the DLR WAC Rule-Making is in Process
The rulemaking procedure is in process for the  Division of Licensed Resources (DLR) WACs. The proposed changes will affect the Division of Licensed Resources minimum licensing requirements for the specific WACs noted in the attachment for the 388-145 for Group Care Facilities and 388-148 for Child Foster Homes. DLR filed the CR-102 and the proposed WAC language is attached (SHS-4631.5).

The public comment period for the following rule changes is now through October 10, 2017 at 5:00pm. Read more

2016 Foster Parent Survey: DSHS Foster Parents Speak
Between September 2015 and August 2016, DSHS surveyed 1,350 foster parents about their satisfaction with the support and training provided by Children’s Administration and private agencies.  They were also asked to offer recommendations for change. This report is the sixth annual Foster Parent Survey report completed by Research and Data Analysis (RDA).  Read the 2016 survey

Updated CA Education Policy
Children’s Administration updated policy  4302A. Educational Services and Planning: Early Childhood Development, K-12 and Post-Secondary  effectively  July 1, 2017.  The policy requires all children in out-of-home care to attend public school, unless they are court approved for home schooling, private school or participating in an ALE instruction conducted 100% on-line in the child’s placement setting. Notification of the DLR Emergency WACs that went into effect June 23, 2017
The emergency WAC went into effect on June 23, 2017. Please see the attachment SHS-4631.2 for the new WAC language. The changes are underlined. The other documents also included in the filing are attached. The CR-102 will be filed in the next 60 days. Once the CR-102 is filed a public hearing will be scheduled and you will be notified how to provide comment and the time and location of the hearing in case you want to attend in person. Read more

Graco is recalling more than 25,000 car seats that might not adequately restrain children during a crash.  The National Highway Traffic Safety Administration announced Wednesday that the webbing in the Graco My Ride 65 car seat failed to meet Federal Motor Vehicle Safety Standards. The Seattle Pacific Science Center has just announced its new FREE Youth Access Membership to dependent children and youth who are in the care and custody of Children’s Administration and are:

  • in licensed foster care, or
  • placed by Children’s Administration with a relative caregiver

Coordinated Care offices are closed Thursday and Friday for the Thanksgiving weekend. If a child is placed in your home over the weekend or if a child already in your home needs medical care, you can still access health care services. The 24 hour nurse line is still available and can be reached at 1-844-354-9876 (TTD/TTY: 711). The nurse can answer questions about health care as well as assist with pharmacy approvals.
Another tool that can help when a child doesn't have their Apple Health Core Connections card, is the Interim Voucher.

Notification of Additional  Changes to the DLR WAC CR-102 Filing
The CR-102 (WSR 16-10-020) that was filed on April 25, 2016.  Public comment was received and incorporated into WAC 388-145-1305, 388-147-1305, and 388-148-1305. There was also an error found in WAC 388-148-1605 (3) that has been corrected. Please see the attached CR-102 WAC changes 6-10-16 document that has been updated with the NEW proposed language that will be filed with the CR-103. The changes are highlighted in yellow.  
There were no further changes to the remaining proposed WAC language in SHS-4582.5, other documents attached, or the public hearing. Children’s Administration has created a new searchable employee directory.  The directory will allow you to search using a number of features, including first or last name, region, office, city and title.  The “Detail” link displayed with the results also provides the supervisor’s name and contact information.
