How do I process a change from a Housing and Essential Needs (HEN) referral to Aged, Blind, or Disabled (ABD) Cash Assistance?

How do I process a change from Aged, Blind, or Disabled (ABD) Cash when a client begins receiving Supplemental Security Income (SSI)?

In most situations, information received from the Social Security Administration (SSA) on the State Data Exchange (SDX) interface results in the automatic closure of the ABD Cash Assistance Unit (AU) and the opening of an SSI Categorically Needy (S01) Medical AU.

When the ABD recipient starts receiving SSI, ACES will flip the financial responsibility of the recipient to SSI Parent/SSI Recipient (SI) and close the AU. If there is a spouse on the AU and they start receiving SSI, ACES will flip their financial responsibility to SSI Spouse (SS) and recalculate eligibility.

To manually close an ABD AU and open an S01 AU when the client is approved for SSI, take the following steps:

  1. To add an S01 AU, follow the instructions in How do I add a program?
  • Enter the [SSI opening date] as the Application Date.
  1. To open the S01 AU, follow the steps in the InterviewProcess Application Months, and Finalize Application chapters.
  • The ABD AU closes during Interview and Processing when the SSI income is entered on the Unearned Income page.
  • The ABD AU closes for client level Reason Code 203 - Receiving SSI and AU level Reason Code 245 - No Eligible Household Members in the ongoing month.
  1. On the Client Demographic page, select Previous Benefit was Overpayment (O) in the Cash field of the Concurrent Receipt section with for any overlapping months that the client was active on ABD.
  2. On the Client Demographic page for each month the client was determined eligible for SSI, update the following fields in the Disability/Incapacitated/Psychiatric section:
  • Disability/Incapacity Type field - Select Disabled (D) from the drop down list.
  • Approval Source field - Select SSI (SI) from the drop down list.
  • Approval Date field - Enter [the ABD cash approval effective date].
  • Established Date field - Enter [the established date].
  1. When the ABD AU is closed, ACES calculates an overpayment for the overlapping months. In the Overpayment section on the Eligibility Details page, select Ignore (IG) from the Reason field drop down list as the Office of Financial Recovery (OFR) establishes and collects this overpayment.
NOTE: If the client has Medicare benefits, see the Medicare Savings Program chapter for assistance with determining client eligibility for S03 (Qualified Medicare Beneficiary), S05 (Special Low-Income Medicare Beneficiary) or S06 (Qualified Individual) coverage.

How do I process a change from Aged, Blind, or Disabled (ABD) Cash to Temporary Assistance for Needy Families (TANF) when a dependent child moves into the home?

When a person on ABD Cash has an eligible child move into the home, take the following steps:

  1. To add a TANF Assistance Unit (AU), follow the instructions in How do I add a program?
  2. Follow the steps in the Interview and Process Application Months chapters.
  • To close the ABD AU, select Reason Code 587 - Already Eligible for Program in a Different AU in the Reasons field on the AU Details page.
  • On the Client Demographic page, in the Concurrent Receipt section, select the appropriate valid value from the Cash drop down list for any month in which the TANF AU is to be approved and the ABD Cash AU was already open.
  1. Follow the steps in the Finalize Application chapter to open the TANF AU.

What happens when Aged, Blind, or Disabled (ABD) Cash recipient turns 65 and now meets the Aged requirement?

The month the recipient turns 65 years old, ACES changes the Program Type code from Blind (B)Disabled (D), or Pending SSI (X) to Aged (A) during Eligibility Recalculations for the ongoing benefit month.

How do I process Aged, Blind, or Disabled (ABD) Cash for a married couple when both clients are eligible for ABD?

When each person in a married couple household is eligible for the same ABD Cash program, take the following steps:

  1. Screen in one Assistance Unit (AU) for each applicant. See Online Processing - How do I screen Aged, Blind, or Disabled (ABD) Cash Assistance?
NOTE: The Head of Household (HOH) doesn't need to be the same for each ABD Cash AU. If you process the AUs with different HOHs, remember to issue an Electronic Benefits Transfer (EBT) card to both HOHs.
  1. Complete the interview following the steps in Online Processing - How do I begin processing an Aged, Blind, or Disabled (ABD) Cash Assistance Unit (AU)?
  2. On the Assistance Unit Detail page for each AU, complete the Financial Responsibility fields as follows:
  • Applicant (PN) for the applicant.
  • Ineligible Spouse (SP) for the spouse on each AU.
  1. When appropriate, finalize the AU following the steps in Online Processing - How do I process a pending Aged, Blind, or Disabled (ABD) Cash Assistance Unit (AU) one the disability/incapacity approval has been received?
NOTE: If both clients are Aged, finalize the AU without an incapacity decision.

When finalizing both AUs on the same day, take the following steps to manually recalculate eligibility for the correct grant amount and letters:

  1. On the Case Actions page, use the Benefit Month drop down menu to select the application month and click the Start Changes link.
  2. On the Navigation Tree, click Eligibility.
  3. Once on the Eligibility page, click the Calculate Eligibility link.
  4. Review the Eligibility Details page for each AU and confirm the changes.
  5. Repeat the above steps for each month finalized.

When finalizing both AUs on different days or one spouse changes from a Housing and Essential Needs (HEN) referral to ABD, take the following steps to manually recalculate eligibility for the correct grant amount and letters:

  1. On the Case Actions page, use the Benefit Month drop down menu to select the application month and click the Start Changes link.
  2. On the Navigation Tree, click Eligibility.
  3. Once on the Eligibility page, click the Calculate Eligibility link.
  4. Review the Eligibility Details page for each AU. For the AU that was already active, use the drop down menu to update the Reason field to Ignore (IG).
  5. Repeat the above steps for each month finalized.

How do I process Aged, Blind, or Disabled (ABD) Cash for a married couple when each client is eligible for different programs (ONLY for applications prior to 05/01/2017)?

NOTE: These processing rules only apply for ABD Assistance Units (AUs) processed prior to May 1, 2017.

When each person in a married couple household is eligible for a different ABD Cash program, take the following steps:

  1. Screen in one Assistance Unit (AU) for each applicant. See Online Processing - How do I screen Aged, Blind, or Disabled (ABD) Cash Assistance?
  • Screen each client as the Head of Household on their own AU.
  1. Complete the interview following the steps in Online Processing - How do I begin processing an Aged, Blind, or Disabled (ABD) Cash Assistance Unit (AU)?
  2. On the Assistance Unit Detail page, complete the Financial Responsibility fields as follows:
  • Applicant (PN) for the HOH.
  • Non-Member (NM) for the spouse on each AU.
  1. On the Client Details page, complete the following fields for each client:
  • Living Arrangement field - Select the appropriate valid value based on the client’s situation from the drop down list.
  • Marital Status field - Select the appropriate valid value from the drop down list.
  • Disability/Incapacity field - Select the appropriate disability/incapacity code from the drop down list.
  • Approval Source field - Select the approval source from the drop down list.
  • Approval Date field - Enter [the ABD cash approval effective date].
  • Established Date field - Enter [the established date].
  • End Date field - Enter [the disability review date].
  1. On the Unearned Income page for each client, complete the following fields:
  • Source field - Select Other Countable CA/MA Only (OA) from the drop down list.
  • Method field - Select Anticipated Monthly (AM).
  • Amount field - Enter [$73.00] if the household has shelter expenses. If the household does not have any shelter costs, enter [$44.00].
  • Valid Value field - Select Other (OT) from the drop down list.
  1. On the Shelter Expenses page for each client, enter a portion of the shelter costs, if applicable.
NOTE: These steps result in each AU being issued a grant based on one-half of the two-person ABD Cash payment standard.
  1. On the Review page for each client, enter the [approval date] in the Eligibility Established Date field.
  2. Complete the cases following the steps in the Process Application Months and Finalize Application chapters.

How do I process Aged, Blind, or Disabled (ABD) Cash for a married couple who's household income is over the income limit?

When a married couple applies for ABD Cash Assistance and the household has income, manually calculate the household's income before processing the case to determine if the household is over the income limit. If they are not income eligible, manually deny the case. See the CSD Procedures Handbook for information on the appropriate Reason Code, letter type, WAC Reference, and mandatory added text. 

If an ABD AU is finalized before manually calculating the household's income, the AU that is finalized first may approve with a $0 benefit amount, and the second AU may deny. In this situation, manually deny or close the active AU. See the CSD Procedures Handbook for information on the appropriate Reason Code, letter type, WAC Reference, and mandatory added text.

How do I issue an Aged, Blind or Disabled (ABD) Cash grant for a married couple when one client is eligible for ABD and one is eligible for a Housing and Essential Needs (HEN) referral?

When one client in a married couple is eligible for ABD and the other HEN, ACES calculates half of a two person ABD grant. The client eligible for ABD should receive a one person ABD grant. Until this is changed in ACES, users must manually supplement the ABD grant up to the one person standard (either supplied or non-supplied shelter).

CSD Headquarters currently runs a monthly report and supplements these cases during their certification period; however, instances where field staff can supplement these cases are at application or eligibility review.

How do I process Aged, Blind, or Disabled (ABD) Cash for a married couple when the wife is pregnant and the husband is disabled or incapacitated?

To process Temporary Assistance for Needy Families (TANF) for a pregnant woman living with her disabled/incapacitated husband and both are applying for cash, take the following steps:

  1. Screen in a TANF AU with the pregnant wife as Head of Household (HOH). For more information, see How do I screen an application for a client?
  2. Screen in an ABD Cash AU for the disabled/incapacitated husband as HOH.
  3. Go to the Case Actions page. See How do I access the Case Actions page in ACES 3G?
  4. Complete the interview following the steps in How do I initiate and complete an intake interview?
  5. On the Assistance Unit Detail page, complete the Financial Responsibility fields as follows:
  • Applicant (PN) for the HOH.
  • Spouse (SP) for the spouse on each AU.
  1. On the Client Details page for the wife, complete the following fields:
  • Living Arrangement field - Select the appropriate valid value based on the client’s situation from the drop down list.
  • Marital Status field - Select the appropriate valid value from the drop down list.
  • Expected Due Date field - Enter the [estimated pregnancy due date].
  • Valid Value field - Select the appropriate verification valid value from the drop down list.
  • # Expected field - Enter the [appropriate number].
  • Valid Value field - Select the appropriate verification valid value from the drop down list.
  1. On the Client Details page for the husband, complete the following:
  • Disability/Incapacity field - Select the appropriate disability/incapacity code from the drop down list.
  • Approval Source field - Select the approval source from the drop down list.
  • Approval Date field - Enter [the ABD cash approval effective date].
  • Established Date field - Enter [the established date].
  • End Date field - Enter [the disability review date].
  1. On the Unearned Income page for the husband, complete the following:
NOTE: If the TANF grant amount changes prior to the birth of the baby, the husband’s Unearned Income amount should be updated with the new TANF amount to issue the correct ABD cash benefits.
  1. On the Review page for each client, enter the [approval date] in the Eligibility Established Date field.
  2. Complete the cases following the steps in the Process Application Months and Finalize Application chapters.

When can I process Aged, Blind, or Disabled (ABD) Cash for an unmarried parent when there are children in the home?

When one of the unmarried parents is eligible for ABD Cash and the other parent is ineligible for Temporary Assistance for Needy Families (TANF) due to the other parent’s earnings and they have a child in common, take the following steps to process the ABD Cash Assistance Unit (AU):

  1. Screen in ABD Cash for the disabled/incapacitated parent following the instructions in How do I screen an application for a client?
  2. Go to the Case Actions page. See How do I access the Case Actions page in ACES 3G?
  3. Complete the interview following the steps in How do I initiate and complete an intake interview?
  4. On the Assistance Unit Detail page, complete the Financial Responsibility field as follows:
  • Applicant (PN) for the HOH.
  • Non-Member (NM) for the other parent.
  • Child - SSI/Of SSI-related Parents/Used for HH Size (SC) for the child in common.
  1. On the Client Details page, complete the following fields:
  • Disability/Incapacity field - Select the appropriate disability/incapacity code from the drop down list.
  • Approval Source field - Select the approval source from the drop down list.
  • Approval Date field - Enter [the ABD cash approval effective date].
  • Established Date field - Enter [the established date].
  • End Date field - Enter [the disability review date].

  1. On the Review page for each client, enter the [approval date] in the Eligibility Established Date field.
  2. Complete the case following the steps in the Process Application Months and Finalize Application chapters.
EXAMPLE: A disabled/incapacitated client applies for TANF for herself and her daughter. The daughter gets a monthly SSA death benefit of $475. This income makes the AU ineligible for TANF. Since the client is disabled/incapacitated and ineligible for TANF, workers can look at ABD Cash eligibility. The daughter is not included as an eligible household member in the ABD AU and the death benefit is not allocated to the ABD AU.
