Who is eligible for the State-Funded Food Assistance Program (FAP)?

A Washington resident who does not qualify for Federal Basic Food benefits because of their alien status may be eligible for the State-Funded Food Assistance Program.

How do I process a request for the State-Funded Food Assistance Program (FAP)?

  1. Follow the steps in How do I initiate and complete an intake interview?
  2. On the Client Details page complete the following fields:
  • Citizen Status field - Select [the appropriate citizenship code] from the drop down list.
  • Verification field - Select [the appropriate citizenship verification code] from the drop down list.
  • INS Status field - Select [the appropriate client citizenship code] from the drop down list.
  • Date INS Status Granted field - Enter [the date INS Status was granted].
  • Sponsored Alien field - Select No (N) or Yes (Y).
  • County of Origin field - Select [the appropriate county] from the drop down list.
  • Other Federally Qualifying Status field - Select No Federal Qualified Status (NQ) from the drop down list.
  1. On the Eligibility Details page in the Clients section the following displays for the legal resident alien:
  • FAP field is Yes (Y).
  • Financial Responsibility field is CA Sanctioned - MA Only/FAP Recipient (RN).

How do I prorate shelter expenses when there is a legal resident alien with income in a State-Funded Food Assistance Program (FAP) household?

The shelter expenses must be coded on the legal resident alien's Shelter Expenses page to correctly prorate the shelter expenses for State-Funded Food Assistance Program (FAP) households that include a legal resident alien with income.

How does ACES calculate the benefit for households with State-Funded Food Assistance Program (FAP) members?

ACES determines the benefit amount as if all household members are eligible for Federal Basic Food. Then ACES determines the benefit amount for just the household members who are eligible for Federal Basic Food.

ACES compares the two calculations and proceeds with the higher of the two amounts.

NOTE: This computation is done internally and DOES NOT display on the Eligibility Details page. The following examples are the computations completed by ACES. See How Does ACES Calculate FAP Benefits?
EXAMPLE:
Two person household in which one is a citizen and the other is a documented alien. The documented alien household member has earned income of $1108.00 per month and is responsible to pay the rent of $450.00 per month. The household is using the Standard Utility Allowance (SUA) deduction.
  1. Calculate monthly benefit amount as if the entire household are federally eligible citizens which includes the documented alien with a Financial Responsibility of CA Sanctioned - MA Only/FAP Recipient (RN). The monthly benefit amount is $261.00.
  2. Now, calculate the monthly benefit for only the federally eligible household member(s). In this example it includes only the citizen with a Financial Responsibility of Recipient (RE). The monthly benefit amount is $194.00.
  3. The difference between calculation #1 and #2 is $67.00, which is the State-Funded Food Assistance Program (FAP) amount.
  4. The Eligibility Details page displays the following in the Benefit Amount section:
  • Federal/State Amounts = 194.00/67.00
  • Benefit Amount = 261.00
EXAMPLE:
Two person household in which one is a citizen and the other is a documented alien. The documented alien household member has earned income of $1500.00 per month. The household has no rent or utility obligation, but is allowed the SUA deduction.
  1. Calculate monthly benefit amount as if the entire household are federally eligible citizens which includes the documented alien with a Financial Responsibility of CA Sanctioned - MA Only/FAP Recipient (RN). The monthly benefit amount is $43.00.
  2. Now, calculate the monthly benefit for only the federally eligible household member(s). This example includes only the citizen with a Financial Responsibility of Recipient (RE). The monthly benefit amount is $116.00.
  3. The total benefit amount for the household is $116.00. The FAP portion of the issuance is $0.00.
  4. The Eligibility Details page displays the following in the Benefit Amount section:
  • Federal/State Amounts = 116.00/0.00
  • Benefit Amount = 116.00

Because the household would be eligible for more in step 2 (Federal Basic Food) than in step 1 they are eligible for $116.00 all from federal funds so the State Amount on the Eligibility Details page is zero.

EXAMPLE:
Four person household in which three are citizens, and the fourth is a documented alien. The documented alien has earned income of $1100.00 per month. The household pays $450.00 in rent and is using the SUA deduction.
  1. Calculate the monthly benefit amount as if the entire household are federally eligible citizens. This includes the documented alien(s) with a Financial Responsibility of CA Sanctioned - MA Only/FAP Recipient (RN). The monthly benefit amount is $562.00.
  2. Now, calculate the monthly benefit for only the federally eligible household member(s) who have a Financial Responsibility of Recipient (RE). The monthly benefit amount is $506.00.
  3. The difference between calculation #1 and #2 is $56.00, which is the FAP amount.
  4. The Eligibility Details page displays the following in the Benefit Amount section:
  • Federal/State Amounts = 506.00/56.00
  • Benefit Amount = 562.00

  • Oth Fed Qual Stat field, enter [NQ] - No Federal Qualified Status.
  1. On the ELIG screen:
  • FAP field is [Y] – YES (Food Assistance AUs Only).
  • Finl Resp field is [RN] – CA Sanctioned Receiving MA Only/FAP Recipient.
