What is the Office of  Superintendent of Public Institution (OSPI) interface?

The OSPI interface is an interface where ACES sends a file to OSPI that identifies public assistance clients under age 21 who may be eligible for direct certification for free or reduced price student meals.

How often does the Office of  the Superintendent of Public Institution (OSPI) interface run?

The OSPI interface is ran:

  • Monthly on the second Saturday of the month, and
  • Daily for all newly approved clients.

What is included on the file sent to the Office of the Superintendent of Public Institution (OSPI)?

The file includes all children under age 21that are:

  • In a household receiving at least $1.00 in Supplemental Nutrition Assistance Program (SNAP) benefits.
  • If a household would be eligible for a monthly SNAP benefit of at least $1.00 but are receiving zero benefits due to a recoupment, then the household is considered eligible for direct certification.
  • Children who are ineligible members of a household that receives at least $1.00 in SNAP benefits are included in the file as eligible for direct certification.
  • In an active Temporary Assistance for Needy Families (TANF) Assistance Unit (AU) regardless of the household monthly income that includes children with a financial responsibility code of:
  • Recipient (RE) or Recipient of Cash Only (RC) are sent as TANF cash.
  • CA Sanctioned Receiving MA Only (RN) are sent as Medicaid recipients.
  • Receiving Medicaid with monthly income greater than zero.
  • Receiving Foster Care FC/AS/JRA/SSI (D01), FC/AS/JR (D02) or  Washington Apple Health Post - Foster Care Coverage (D26) Medical.
  • Address is suppressed except for D26 clients.

Both the daily and the monthly files have the following data elements:

  • First Name, Middle Initial, Last Name
  • Date of Birth
  • ACES Client ID Number
  • ACES TANF AU ID Number
  • ACES Food AU ID Number
  • ACES Medical AU ID Number
  • Residential Address – except on Foster Care (D01 or D02)
  • Household Size
  • Household Income
  • Medical Coverage Group
  • School Name – if there is no school name in ACES, the field is blank
  • Last four digits of SSN
  • Foster Care Indicator
