Public Assistance Reporting Information System (PARIS)

What is the Public Assistance Reporting Information System (PARIS) interface?

The quarterly PARIS interface provides the following information about benefits active ACES clients may be receiving from other states:

  • Veteran’s Administration (VA)
  • Department of Defense (DOD)
  • Interstate Match files

What information is sent to the Federal Government?

The file sent from ACES contains information about clients who are active in the ongoing month at the time the file is created. Clients who meet the following criteria are not included:

  • Active on Take Charge Family Planning Services Only (P06) Medical.
  • Active on Foster Care (FC)/Adoption Support (AS)/Juvenile Rehabilitation Administration (JRA) SSI Categorically Needy (D01) Medical or  FC/AS/JRA Medical (D02).
  • Financial responsibility of non-member and relationship other than spouse or child.

Online Processing

What alerts are generated when information is received from the Public Assistance Reporting Information System (PARIS) file?

When the incoming Interstate match file indicates the client is still active in another state, two-tiered Alert 341 - CLIENT ACTIVE ON BENEFITS IN ANOTHER STATE is generated to the user of record. 

Alert 342 - FELON/FRAUD INDICATOR RECEIVED FROM ANOTHER STATE is generated to the user of record when the incoming Interstate match file indicates the client has one of the following indicators marked with a [Y] - Yes

  • Eligibility Fraud
  • Fugitive/Felon
  • Probation/Parole Violation
  • Drug Felon
NOTE: The remarks for Alerts 341 and 342 indicate the primary program that is active in the other state as well as the state, office and phone number of the worker to contact. If no contact data is displayed, none was sent by the matching state. Refer to the PARIS Website for contact information when no other data is available.

When the incoming Veteran's Administration (VA) match file indicates a client is receiving VA income in an amount that is different than what is coded in the client's case, two-tiered Alert 343 - VA PENSION AMOUNT CHANGED – SEE 2ND TIER is generated to the user of record.

When the incoming VA match file shows that one or more of the VA fields ACES displays has changed, two-tiered Alert 344 - VA CASE CHANGED – SEE 2ND TIER is generated to the user of record.

When the incoming Department of Defense (DOD) match file shows one of the following discrepancies, two-tiered Alert 345 -FEDERAL INCOME DISCREPANCY – SEE 2ND TIER is generated to the user of record:

  • DOD indicates the client has earrings but:
    • Earned income type of Earned Income (EI) or Military Allowance (ML) isn't coded as earned income; or,
    • There is a discrepancy of $100 or more.
  • The DOD amount on the match file for Pension/Benefits from a labor Organization (PB) or Military Benefits (MB) doesn't match what is coded as unearned income.

When the DOD match file shows that one or more of the DOD fields that ACES displays has changed, two-tiered Alert 346 - FEDERAL INFORMATION CHANGED – SEE 2ND TIER is generated to the user of record. 

NOTE: Two-tiered alert information cannot be viewed in ACES 3G. See Alerts - Mainframe Processing - How do I access two tier alerts? for more information.

How do I view Public Assistance Reporting Information System (PARIS) return file information in aces.online?

To view PARIS return file data in aces.online take the following steps:

  1. From any client level page, select one of the following options from the Income drop down menu to view the PARIS - Federal File List, PARIS - Interstate File List, or PARIS - VA File List pages.
  2. On the PARIS - Federal File ListPARIS - Interstate File List, or PARIS - VA File List page in the Processing Date section, click the link of the date of the file you wish to view, to display the Federal File DetailsInterstate File Details, or VA File Det page. 
NOTE: If there is no federal, interstate, or VA match, users will see the following message displayed on the File List page: Sorry, No (Federal, Interstate, or VA) File Information found for the Client.

Or

On the Welcome Back page, use the Quick Navigation section to do the following:

  1. From the Select a Type of ID drop down menu, select Client.
  2. Enter the [Client ID number of the client you are inquiring on] in the Enter an ID box.
  3. From the Select a Page drop down menu, select the type of PARIS file you wish to view.
  4. Click the Go button. The Federal File ListInterstate File List, or VA File List page for the selected client and file type displays.

How do I view Public Assistance Reporting Information System (PARIS) return file information in ACES 3G?

To view PARIS - Federal File data in ACES 3G take the following steps:

  1. From the Navigation Tree, click on Income and the Income Summary page displays for the household.
  2. In the Earned Income section, a green checkmark appears in the PARIS Federal column if a match is found.
  3. Clicking the green check mark opens a new web browser page and display the Federal File List page.
  4. On the Federal File List page in the Processing Date section, click the link for the date of the file you wish to view and the Federal File Details page displays.

To view PARIS - VA File data in ACES 3G take the following steps:

  1. From the Navigation Tree, click on Income and the Income Summary displays for the household.
  2. In the Unearned Income section, a green checkmark appears in the PARIS Veteran column if a match is found.
  3. Clicking the green check mark opens a new web browser page and display the VA File List page.
  4. On the Federal File List page in the Processing Date section, click the link for the date of the file you wish to view and the VA File Details page displays.

Mainframe Processing

What alerts are generated when information is received from the Public Assistance Reporting Information System (PARIS) file?

When the incoming Interstate match file indicates the client is still active in another state, two-tiered Alert 341 - CLIENT ACTIVE ON BENEFITS IN ANOTHER STATE is generated to the user of record. 

Alert 342 - FELON/FRAUD INDICATOR RECEIVED FROM ANOTHER STATE is generated to the user of record when the incoming Interstate match file indicates the client has one of the following indicators marked with a [Y] - Yes

How do I view Public Assistance Reporting Information System (PARIS) return file information in ACES Mainframe?

PARIS return file data can be accessed directly from the alert. For more information on accessing information from the alert, see Alerts - Mainframe Processing. To view PARIS return file data from an alert, take the following steps:

  1. From the ALPR screen or the ALDD screen, enter a [Y] in the S field to the left of the alert.
  2. Press the tier function key <F13> to view:
  • The ISMC screen for Alerts 341 and 342.
  • The VAMC screen for Alerts 343 and 344.
  • The DODM screen for Alerts 345 and 346.

To view PARIS return file data in ACES Mainframe:

  1. From the WMEN screen, enter Option [L] - File Inquiry in the Selection field.
  2. <TRANSMIT> and the LMEN screen displays.
  3. From the LMEN screen, complete the following fields:
  • Selection field - Enter [Q] – Paris Inquiry.
  • Client ID field - Enter [the client ID number].
  1. <TRANSMIT> and the one of the following screens displays:
  • ISMC screen
  • VAMC screen
  • DODM screen

If a client has a return file from more than one source select the appropriate <PF> key.

NOTE: Edit 0215 - NO DATA AVAILABLE FOR DISPLAY  is received if a client has no return files.
NOTE: Occasionally, one of the return files may contain missing or incomplete data, or a date in an invalid format. When this happens ACES displays the affected field as blank
