What is the State Verification Exchange System (SVES)?

The SVES interface works behind the scenes, sending a record from ACES to the Social Security database which verifies client’s citizenship and social security number.

How often is the State Verification Exchange System (SVES) interface file received?

The SVES interface file is received daily.

What information is received from the State Verification Exchange System (SVES) interface?

The following information is received from the SVES interface:

  • Verification of a client's Social Security Number (SSN), date of birth, and name.
  • Verification of a client’s citizenship.
  • Daily and Quarterly reported Prisoner Match.

How does the State Verification Exchange System (SVES) verify citizenship for Medicaid clients?

ACES sends a file for Medicaid clients who meet the following criteria:

  • Client status is active or pending on a non-Modified Adjusted Gross Income (MAGI) medical Assistance Unit (AU).
  • Client's Social Security Number verification code is SSA Interface Fed Verified (FV) or Federally Verified by Exchange (FE).
  • Citizenship code is US Citizen (C)

and

  • The Citizenship Verification field is not

Passport, Tribal ID with Picture (T1) or,

Certified Birth Certificate (T2), Electronically Verified (System Generated) (EW), or Electronically verified by Federal Government database (System generated) (FV) with identify code of Verified Identity (V),. Electronically Verified by Washington Database (System Generated) (E), or Electronically Verified by Federal Government database (F).

If the above criteria are met, then the Social Security database sends a new response file to ACES.

If citizenship is verified, the response record will be processed as follows:

  • The Citizenship Verification field is updated with Federally Verified (FV) and the Identity Verification field is updated to Electronically verified by Federal Government database (F).

If citizenship is not verified, ACES generates Alert - 455 CITIZENSHIP UNABLE TO VERIFY VIA SSA CROSS MATCH to a supervisor assigned to CSO 127 (Citizenship Unit).

How does the State Verification Exchange System (SVES) verify a Social Security Number (SSN)?

ACES sends a file to the Social Security database requesting verification of a client’s SSN. If the SSN is verified, ACES updates the SSN Verification field to Federally Verified (FV).

What is the Prisoner Match interface?

The Prisoner Match interface is an electronic interface between the Social Security prisoner database and ACES. It identifies individuals who are potentially ineligible for benefits.

How often is the Prisoner Match interface sent?

ACES sends daily and monthly files to Social Security.

A client is included in the outgoing Monthly Prisoner Request when:

  • They are active with any Financial Responsibility Code (including Non-Member) on one of the following:
    • Basic Food (BF)
    • Temporary Assistance for Needy Families (TANF)
    • Aged, Blind, Disabled Cash Assistance (ABD)
    • Housing and Essential Needs (HEN)
    • Pregnant Women Assistance (GS)
    • Refugee Assistance (RF)
  • Their Assistance Unit (AU) is due for an Eligibility Review (ER) the following month;
  • They have a primary Social Security Number (SSN) in ACES; and
  • They will be 18 years of age or older effective the month following the month the ER is due.
Example: A TANF AU has a certification period of 1/1/20 to 12/31/20. An active client on the AU turns 18 on 1/15/21. The client is included in the outgoing monthly prisoner request.

A client is included in the outgoing Daily Prisoner Request when they are 18 years or older with a primary SSN on BF, TANF, ABD, HEN, RF, or GS and meet one of the following criteria:

  • Screened in as Pending (P) that day; OR
  • Their status became Active (A) through either Finalize or Reinstatement.

What should I do when a client's release date has been verified?

When a client’s prisoner release date has been verified, update the Date Released from Prison/Jail field on the Client Details page.

This will prevent Barcode tickler A288 - PRISONER MATCH FOUND from being generated if the confinement date in the daily or monthly interface is prior to the date they were released from prison/jail.
