What is the Systematic Alien Verification for Entitlements (SAVE) interface?

The SAVE interface verifies immigration documents for documented aliens on Cash, Basic Food, or Medical assistance (except SSI Recipients), for both applicants and recipients. SAVE is an asynchronous application that runs in the background in ACES 3G after information is entered in the SAVE Information section on the Client Details page. This interface sends information to the United States Citizenship and Immigration Services' (USCIS) SAVE database and receives information back from USCIS' SAVE database. 

Is the Systematic Alien Verification for Entitlements (SAVE) interface available in the ACES.online Training Region?

At this time SAVE is not available in the ACES.online Training Region. When a client's citizenship is coded as Documented Alien (L), or if they are currently coded as a Documented Alien (L) and the citizenship code is changed to US Citizen (C), the SAVE Information section will not display.

Online Processing

When is client information sent to the Systematic Alien Verification for Entitlements (SAVE) system?

Client information is sent to SAVE when all of the following conditions are met:

  • ACES 3G mode is not Trial Eligibility, and 
  • The benefit month is the ongoing month, and
  • The client is a documented alien.

And when at least one of the following conditions are met:

  • The SAVE Information section on the Client Details page has been updated, or
  • A client's citizenship status is changed from Documented Alien (L) to US Citizen (C), or
  • The Assistance Unit (AU) or a client on the AU is pending; and, for Cash or Medical assistance, the last SAVE verification was requested for the client more than 365 days ago, or
  • ACES 3G mode is Eligibility Review and the AU being reviewed is Basic Food; or,
  • ACES 3G mode is Eligibility Review and the AU being reviewed is Cash or Medical and the last SAVE verification was requested for the client more than 365 days ago.

The system calculates the 365th date as follows:

  • AUs that are due for an Eligibility Review: the date is compared to the review initiated date.
  • Pending AUs or pending clients on an active AU: the date is compared to the AU or client’s status date.
Example: Luis is a new client and has been added to an active TANF AU, as of 07/17/2017, with his newborn and co-parent Melissa. Luis reports that he is a documented alien and provides an I-551 Permanent Resident Card. ACES knows that Luis is pending and looks back 365 days from 07/17/2017 to check if a verification was sent to SAVE during that time period.

How do I enter Systematic Alien Verification for Entitlements (SAVE) information for a client?

Processing Alternative: When Document Type is Other and Optional Passport Number is not entered but Country of Issuance is Entered, SAVE Rejects the Request PR 398942

If the client is a documented alien or their status is changing from a documented alien to a US citizen, take the following steps:

  1. On the Client Details page in the Citizenship section, select Documented Alien (L) and the appropriate valid value from the drop down menu.
  • If the client's status is changing from a documented alien to a citizen, select US Citizen (C).

The SAVE Information section now displays and becomes mandatory.

  1. On the Client Details page in the SAVE Information section, update the following fields: 
  • Document Verification field - Select one of the following from the drop down menu:
    • Pending Documentation (PD) - select this option when the client still needs to provide immigration documents.
    • Refused (RE) - select this option if the client refuses to provide immigration documents.
    • Verify with SAVE (SV) - select this option when a client's immigration document information needs to be sent to SAVE.
NOTE: Document verification types PD and RE do not send client information to SAVE.
  • Document Type field - Select the appropriate immigration document type from the drop down menu.
NOTE: Only select Other if the client's immigration document is not in the drop down menu, even if the document is expired. Please check with your Policy when using expired immigration documents as verification.
  • Document First Name field - Enter the [First Name] as it appears on the client's immigration document.
  • Document Middle Name field - Enter the [Middle Name] as it appears on the client's immigration document.
  • Document Last Name field - Enter the [Last Name] as it appears on the client's immigration document.
  • Document Birth Date field - Enter the [Birth Dateas it appears on the client's immigration document.
NOTE: Pay attention to the birth date on immigration documents and ensure that you enter it as MM/DD/YYYY. Some foreign documents list a birth date in other formats such as DD/MM/YYYY or YYYY/MM/DD.
  1. Depending on the document type selected in the Document Type field, additional mandatory fields display after the Document Birth Date field. Update these fields based on information from the client's immigration document.
  2. Update the following fields in the Alien section:
  • INS Status field - Select the appropriate INS status and valid value from the drop down menu.
  • Date INS Status Granted - Enter the [Date INS Status Granted] was granted to the client.
  • Sponsored Alien field - Select Yes (Y) or No (N) depending on the client's situation.
  • Country of Origin field - Select the client's country of origin from the drop down menu.
  • US Entry Date field - Enter the [US Entry Date].
  • Initial INS Status field - Select the appropriate status from the drop down menu.
  • Initial INS Date field - Enter the [Initial INS Date].
NOTE: Information entered in the SAVE Information section does not invoke eligibility in ACES 3G for any programs. This information is only intended to verify that the document provided is valid.

How do I change Systematic Alien Verification for Entitlements (SAVE) information for a client?

To change SAVE information for a client, take the following steps:

  1. On the Client Details page in the SAVE Information section, click the Edit button next to the Request Date field.

All fields become available to edit and the Document Verification field is blanked out and becomes mandatory.

NOTE: Clicking the Edit button and selecting Verify with SAVE (SV) in the Document Verification field and then navigating away from the Client Details page sends a new request to SAVE and incurs a charge of $0.50.

Can I prevent a request being sent to the Systematic Alien Verification for Entitlements (SAVE) system?

If information has been updated in the SAVE Information section but users do not want the request to be sent to SAVE yet, change the Document Verification field to Pending Documentation (PD) or Refused (RE)

What kind of responses are sent back from the Systematic Alien Verification for Entitlements (SAVE) system?

When the conditions are met in How do I enter Systematic Alien Verification for Entitlements (SAVE) information for a client?, a response can come back in one of the following ways:

  • Verified - SAVE was able to successfully verify the document.
  • Could Not be Verified - SAVE was not able to verify the document. For example, if the document is expired.
  • SAVE Error - There is an issue in the system and it needs to be triaged by ITS Customer Support. Please call (360) 664-4560.
  • SAVE Validation Error - Name Mismatch - The first, middle, or last name entered in the SAVE Information section does not match what is in the SAVE database and a correction is needed to resend the client's information.
  • SAVE Validation Error - DOB Mismatch - The date of birth entered in the SAVE Information section does not match what is in the SAVE database and a correction is needed to resend the client's information.
  • SAVE Validation Error - SEVIS ID Needed - A Student and Exchange Visitor Information System (SEVIS) ID is needed for the client and needs to be entered in the SAVE Information section to resend the client's information.
  • SAVE Validation Error - Document Not Found - The client's document was not recognized in the SAVE database.
  • Waiting for SAVE - Initial Verification - The client's information was sent to SAVE but a response has not been received yet.
  • Waiting for SAVE - Additional Verification - SAVE received the request but needs more time to process the information and send a response.
  • Waiting for SAVE - Third Verification - Third level verification needs to be sent to SAVE for the client and a response has not been received yet. These requests are sent to SAVE by Community Services Division (CSD) Headquarters staff.
NOTE: Users get two tries to submit a request to SAVE. If the second request cannot be verified, then the status changes to Waiting for SAVE - Additional Verification.

Standard responses from SAVE typically take 3 to 5 seconds. If a request needs additional verification, the response could take an additional 3 to 5 days. If a request goes to third level verification, the response could take up to 3 weeks.

What happens if I commit my case in ACES 3G before Systematic Alien Verification for Entitlements (SAVE) has responded?

Once information has been entered on the SAVE Information section on the Client Details page and users navigate to any other page in ACES 3G, the information is sent to SAVE. If eligibility is committed before SAVE responds, a Barcode SAVE related tickler is generated.

What happens to the request to Systematic Alien Verification for Entitlements (SAVE) if I save my ACES 3G session?

If an ACES 3G session is saved after the SAVE Information section is filled out, a response comes back from SAVE and ACES updates the case.

What happens to the request to Systematic Alien Verification for Entitlements (SAVE) if I cancel my ACES 3G session?

If a request has been sent to SAVE but eligibility is not committed, the request is still sent but no response is received from SAVE and users have to start the process again. It is important for users to commit eligibility when using the SAVE interface or ensure they want to send a request to SAVE before navigating away from the Client Details page.

How do I view the Systematic Alien Verification for Entitlements (SAVE) history in ACES.online?

There are three ways to view SAVE history for a client in ACES.online.

From the Welcome Back page:

  1. In the Quick Navigation section update the following fields:
  • Select a Type of ID field - Select Client ID from the drop down menu.
  • Enter an ID field - Type the [Client ID].
  • Select a Page field - Select SAVE Verification History from the drop down menu.
  1. Click the Go button and the SAVE Verification History page displays.

OR

From any client level page in ACES.online, take the following steps:

  1. Hover over the Details link and select SAVE Verification History from the drop down menu.

OR

From the client level Demographics page in the Alien Medical section:

  1. Click the SAVE Verification History link.

How do I view Systematic Alien Verification for Entitlements (SAVE) request and response details in ACES.online and ACES 3G?

The SAVE Verification Details page displays both the request from ACES 3G and the response from SAVE. The request displays in the SAVE Information section and the response displays in the SAVE Verification section.

To view SAVE details for a client in ACES.online, take the following steps:

  1. Navigate to the SAVE Verification History page. See How do I view Systematic Verification for Entitlements (SAVE) history in ACES.online? for steps on accessing this page.
  2. Click the link in the SAVE Verification Status column for the request you want to view and the SAVE Verification Details ​page displays.

To view SAVE details for a client in ACES 3G, the SAVE Verification Status field must be Verified and the SAVE Verification Details page will display results for that current request. To access this information, take the following steps:

  1. In the SAVE Information section on the Client Details page, click the SAVE Verification Details link.

The SAVE Verification Details displays in a new window.

Mainframe Processing

This function is not currently available in ACES Mainframe.

NOTE: Specific fields that appear on the Client Details page in ACES 3G do not display on any screens in ACES Mainframe. Additionally, if verification from the Systematic Alien Verification for Entitlements (SAVE) interface is needed, the call to SAVE must be invoked in ACES 3G. See the questions above in Online Processing for more information.
