DEM2 – Client Demographic 2 Screen

What is the DEM2 screen?

The DEM2 screen displays additional demographic information about an individual client such as citizenship, identity and disability information.

When client data is entered correctly ACES determines eligibility for non-citizen clients in accordance with policy. This includes clients that are not eligible because they are not documented, as well as clients that are documented but not program eligible because of federal policy limitation. How do I complete the fields on the DEM2 screen?

Mandatory fields on this screen are based on the program(s) for which the client is applying.

Please refer to <F1> Help for appropriate valid values to complete each of the following fields:

  1. Citiz: Enter the client citizenship code.
  2. Identity: Enter the identity verification code.
  3. Student Status: Enter student status.
  4. Striker Status: Enter the code to indicate client’s striker status.
    • Entry is required for some programs but does not affect eligibility.
  5. Response to EA Question: Enter the appropriate code.
  6. Extra Help Needed: Enter the appropriate code.
  7. Health Insur: Enter the code to indicate if the client has other health insurance.
    • Workers with certain security levels can enter information in this field.
  8. TPL Coop: For medical AUs, enter the code to indicate third party liability cooperation status.
  9. Entitled Medicare: Enter [Y] – Yes if the client receives Medicare Part A.
  10. Dis/Incp/ESRD: Enter client disability/incapacity type.
  11. Approv Source: Enter client disability/incapacity approval source code.
  12. Approv Date (MM DD YY): Enter date the disability/incapacity was approved.
  13. Estab Date (MM DD YY): Enter date the disability/incapacity was established.
    • The established date of eligibility is the date the complete medical documentation is received or the 45th day of application, whichever is earlier.
  14. End Date (MM YY): Enter the date the incapacity approval ends.
  15. Emancip Ind: Enter [Y] – Yes or [N] – No to indicate whether the client is an emancipated minor.
  16. Dropped Coverage: Enter [Y] – Yes to indicate if credible insurance coverage was dropped or leave blank if “No”.
  17. Vet Status: Enter the client’s veteran status.
  18. Military Serv Num: Enter the client’s military service number.
  19. Death Date: Enter the date the client passed away.
  20. Death State: Enter the State in which the client passed away.

How do I code ACES to show that the client has provided verification of citizenship?

Enter one of the following codes in the Citiz V field to show the type of documentation used to verify the client's citizenship status:

  • T1 - Use when citizenship has been verified using a document that meets Federal Tier 1 requirements to verify both Citizenship and Identity.
  • T2 - Use when citizenship has been verified using a document that meets Federal Tier 2 requirements to verify citizenship.
  • T3 or T4 - The Citizenship Centralized Unit (CCU) enters this code when they have verified a client's citizenship using a document that meets Federal Tier 3 or Tier 4 requirements to verify citizenship. 
  • EW - This code is system generated based on the result of an automated cross-match with the Department of Health (DOH). This code cannot be manually entered, and value can only be changed by workers from the CCU.
  • FV - This code is system generated based on the result of an automated cross-match with the Social Security Administration (SSA).
  • All other codes (See F1 Help) - Any other appropriate code may be used for clients who are exempt or not applying for Medicaid.

How do I code ACES to show that the client has provided verification of identity?

Enter one of the following codes in the Identity field to show the type of documentation used to verify the client's identity:

  • V (Verified Identity) - Use when identity has been verified using one of the documents indicated in the EA-Z Manual - Citizenship and Identity Documents for Medicaid.
  • E (Electronically Verified by Washington Database) - This code is system generated based on the result of an automated cross-match with the Department of Health (DOH).
  • F (Electronically verified by Federal Government Database) - This code is system generated based on the result of an automated cross-match with the Social Security Administration (SSA).
  • P (Pending Verification) - Use when an application has been pended for identity verification, or when an eligibility review is being completed and no other verification is available.
