Concurrent Temporary Assistance for Needy Families (TANF)

What is Concurrent Temporary Assistance for Needy Families (TANF)?

Concurrent TANF is for families whose child or children have been temporarily placed with a relative or other adult caregiver. This program requires that the custodial parent/caregiver is working with the Division of Children and Family Services (DCFS) on family reunification.

These children are identified as having a living arrangement code of:

  • FC – Foster Care Non-Title IV-E (only Foster Care Medical Team workers should enter the FC living arrangement) or 
  • FE - Foster Care Title IV-E.

The custodial parent/caregiver can continue to receive a TANF grant for up to 180 days while they work with DCFS on family reunification. During this time the temporary caregiver can also receive a TANF grant for the child or children.

Who is eligible for Concurrent Temporary Assistance for Needy Families (TANF)?

A child who has been temporarily removed from the home of their custodial parent/caregiver, placed with an unlicensed relative caregiver or adult acting in loco parentis, while the family works with the Division of Children and Family Services (DCFS) on family reunification.

There must be a clear expectation that the Assistance Unit (AU) member will return to the family home within 180 days. Verification must come from Children's Administration (CA). See EAZ Manual – WAC 388-454-0015 Temporary Absence from the home.

How long is the Concurrent Temporary Assistance for Needy Families (TANF) certification period?

The system defaults to a 12 month certification period.

The system uses the Temporary Placement End date to track the temporary placement of the child receiving Dual TANF Benefits.

The 180 day period begins on the date the child actually left the home.

The worker of record for the custodial parent/caregiver’s TANF/SFA AU where the child’s financial responsibility code is a RE – Recipient will receive Alert 108 – TEMP PLACEMENT OPEN FOR 180 DAYS – REVIEW HH STATUS. This alert displays 60 days prior to the temporary placement end date and again in the month in which the temporary placement is scheduled to end.

NOTE:  ACES does not automatically remove the child from the parent or unlicensed provider's TANF AU at the end of the temporary placement 180 days. You must determine when a household is no longer eligible for benefits and remove the child to avoid an overpayment.

Online Processing

How do I process a Concurrent Temporary Assistance for Needy Families (TANF) Assistance Unit (AU)?

To process a Concurrent TANF AU, take the following steps:

  1. Follow the steps in How do I process Temporary Assistance for Needy Families (TANF) section.
  2. On the Household Composition page select the appropriate Relationship to Head of Household.
NOTE:  On the child's Client Details page under Residency/Living Arrangement section, the Foster Care Medical Team (FCMT) updates the Placement Code and Placement Date fields.  After they have done this, they send a tickle to CSD through Barcode.  The tickle should include the 180 day end date. 
  1. On the Client Details page under Residency/Living Arrangement for the child/ren in Concurrent care, complete the following:
  • Living Arrangement field - If the Living Arrangement is not already Foster Care Non IV-E (FC) or Foster Care IV-E (FE), update the field to [Foster Care IV-E (FE)] 
  • Temporary Placement End Date field - enter [the 180 day end date found in the Barcode Tickle from FCMT].
  • Non-Custodial Parents field - select 1 NCP (1).
    • Do not increase the count to include the custodial parent/caregiver.
  1. On the AU page for the Concurrent TANF AU, complete the following:
  • Optional AU Member field  - select the appropriate value from the drop down menu.  
    • Optional AUs include members that can be needy or non-needy caretaker relative(s).
    • Consolidated AUs include non-sibling children.
  • Include in Needs field - for each household member - select either Yes (Y), No (N) or Tribal Placement (T) as appropriate.
  • For children who are not natural or adopted children to the head of household, and the Include in Needs value is Yes (Y) or Tribal Placement (T), the Guardianship Status field requires an entry of:
    • Court Ordered Guardianship (C) 
  • Financial Responsibility field - select Applicant (PN) for all household members.  
    • During finalize the financial responsibility codes change to the correct value based on the entry in the Include in Needs field. 
  1. On the Non-Custodial Parents page for the Temporary Caregiver's TANF AU, check the box under Temporary Placement
  • This stops ACES from sending a referral to the Division of Child Support (DCS) Support Enforcement Management System (SEMS) while the family is working with the Division of Children and Family Services (DCFS) on family reunification.
NOTE:  If an attempt is made to open a third TANF AU for the same child or children, the following message displays:  Child already active in two TANF AUs, review client status and prevents finalizing the third TANF AU. 

What if the custodial caregiver does not comply with the Family Reunification Plan through the Division of Children & Family Services (DCFS)?

If  the Division of Children and Family Services (DCFS) notifies us that the custodial parent/caregiver does not comply with the Family Reunification Plan and the Concurrent Temporary Assistance for Needy Families (TANF) should be closed, take the following step on the custodial parent/caregiver’s TANF Assistance Unit (AU):

  1. On the Custodial Parent/Caregiver's AU Details page, at the client level change the Reason Code from Living Arrangement – Cash/Medical Assistance (201) to Reason Code Child’s Temporary Placement has ended (570). This will close the child off of the custodial parent/caregiver’s TANF AU and reduce the grant or close the AU if there are no other eligible children in the home.

Take the following steps on the Temporary Caregiver’s TANF AU:

  1. On the child in placement’s Client Details page take the following steps:
  • Change the child’s Living Arrangement from Foster Care Non IV-E (FC) or Foster Care IV-E (FE) to At Home (AH).
  • Remove the date from the Temporary Placement End Date field.
  • Update the child(ren’s) Non-Custodial Parents field to now include the custodial parent/caregiver who had been receiving TANF.
  1. On the Non-Custodial Parents page, uncheck the Temporary Placement (TP) box. 
  • This generates a child support referral to the Division of Child Support (DCS).
  1. Add biological parent to the Non-Custodial Parents page.

Mainframe Processing

How do I process a Concurrent Temporary Assistance for Needy Families (TANF) Assistance Unit (AU)?

To process a pending Concurrent TANF AU, take the following steps:

  1. Follow the steps in How do I process Temporary Assistance for Needy Families (TANF) section.
  2. On the STAT screen, complete the following:
  • Optional AU Memb field - enter the [appropriate code].
    • Optional AUs include members that can be needy or non-needy caretaker relative(s).
    • Consolidated AUs include non-sibling children.
  • Incl In Nds field - enter [N] – No[Y] – Yes or [T] – Tribal Placement to indicate if the client should be included in the AU as a recipient.
  • G U field - enter [C] – Court Ordered Guardianship if the Incl In Nds field is Y-Yes or T-Tribal Placement.
  • Finl Resp fields - enter [PN] – Applicant for all household members. If the household member does not want assistance, still code the Finl Resp as [PN] – Applicant and during finalize the code will change based on the entry in the Incl In Nds (Include in Needs) field.
NOTE:  On the child in placement's DEM1 screen only the Foster Care Medical Team (FCMT) can update the Placement Cd and Date fields.  After they have done this, they send a tickle to CSD through Barcode.  The tickle should include the 180 day end date.
  1. In ACES 3G on the child in placement's Client Details page, Residency/Living Arrangement, Temporary Placement End Date field - enter [the 180 day end date found in the Barcode Tickle from FCMT].
  2. In ACES Mainframe, on the child/ren in placement's DEM1 screen, update the following:
  • Liv Arng field - If the Living Arrangement is not already FC or FE, update the field to [FE - Foster Care IV-E] 
  • NCPs For Child field - enter [1]
    • Do not increase the count to include the custodial parent/caregiver.
  1. On the NCPS screen for the Temporary Caregiver's TANF AU - in the TP field, enter [Y].
  • This stops ACES from sending a referral to the Division of Child Support (DCS) Support Enforcement Management System (SEMS) while the family is working with the Division of Children and Family Services (DCFS) on family reunification.
NOTE: If an attempt is made to open a third TANF AU for the same child or children, hard Edit 2260 - CHILD ALREADY ACTIVE IN TWO TANF AUS, REVIEW CLIENT STATUS displays and prevents finalizing the third TANF AU.

What if the custodial parent/caregiver does not comply with the Family Reunification Plan through the Division of Children & Family Services (DCFS)?

If the custodial parent/caregiver does not comply with the Family Reunification Plan take the following step on the Custodial Parent/Caregiver’s Temporary Assistance for Needy Families (TANF) Assistance Unit (AU):

  1. On the STAT screen, at the client level, change the Reason Code from 201 – Living Arrangement – Cash/Medical Assistance to Reason Code 570 – Child’s Temporary Placement has ended.
  • This closes the child off of the custodial parent/caregiver’s TANF AU and reduces the grant or closes the AU if there are no other eligible children in the home.

Take the following steps on the Temporary Caregiver’s TANF AU:

1.  On the child’s DEM1 screen update the following:

  • Change the child’s living arrangement code from [FC] or [FE] to [AH] – At Home.
  • Update the child(ren’s) NCPs For Child to now include the custodial parent/caregiver that is non compliant with the Division of Children and Family Services (DCFS).
  • In ACES 3G on the child's Client page remove the date from the Temporary Placement End Date field. 

2. On the NCPS screen, remove the TP – Temporary Placement code from the F01 AU.

  • This generates a child support referral to the Division of Child Support (DCS).

3. Add biological parent to the NCPS screen.
