Data, Assessments, and Reports

DVR conducts analyses and assessments to better understand the experiences and service needs of our customers, with a focus on what customers need to be successful in the workplace. Information and insights gained are used to develop DVR’s State Plan, which describes our strategic goals, priorities, partnerships, and services.

Comprehensive Statewide Needs Assessment (CSNA)

The Comprehensive Statewide Needs Assessment (CSNA) is the basis for the DVR State Plan and is required to receive federal funds. It is an ongoing study of the demographic, economic, geographic, experiential, and service system factors affecting disability and employment in Washington State. The Washington State Rehabilitation Council (WSRC) and DVR collaborate on the CSNA and work together to engage partners, customers, and stakeholders in all CSNA activities.

DVR adds assessments and reports to this site regularly. Readers are encouraged to check back for updates as new information becomes available. Please contact DVRStatePlan@dshs.wa.gov with questions and comments.

2017 Disability & DVR Statistics Report

As part of the Comprehensive Statewide Needs Assessment, DVR and WSRC publish the Disability & DVR Statistics Report. This research studies disability employment issues and compares state and federal data sources to DVR’s customer service data.

Students with Disabilities and the Need for Pre-employment Transition Services

As part of the Comprehensive State Needs Assessment, DVR and WSRC collaborated with the Center for Change in Transition Services to assess the statewide need for Pre-employment Transition Services. The report, written by Dr. Cinda Johnson and Dr. Marcus Poppen, includes an overview of transition services under WIOA and rigorous estimates of students’ needs across Washington.

2014 Comprehensive Statewide Needs Assessment

In 2014, DVR and WSRC collaborated with the Center for Continuing Education in Rehabilitation (CCER) to conduct a Comprehensive Statewide Needs Assessment. Conducted by Anne Ordway and CCER researchers, the 2014 CSNA explores a wide range of topics affecting disability employment and DVR customers.
