Additional proposed amendments clarify language regarding acceptance of Certificates of Parental Improvement, as issued by the Department of Children, Youth and Families (DCYF), for purposes of eligibility for Temporary Assistance for Needy Families cash assistance benefits in cases where non-relative adults are acting in place of a parent without court-ordered custody. The amendments clarify that the applicant must disclose, and DSHS must verify, the Certificate of Parental Improvement prior to excluding the related founded finding of child abuse or neglect from consideration as part of the background check determination.
