BOARDING HOME LICENSURE BUSINESS PROCESS

Dear Boarding Home Provider:

Aging & Disability Services Administration, Residential Care Services (the Department) is restructuring the business processes for issuing boarding home licenses.

A boarding home license is issued for a variety of circumstances

Currently, the process for issuing a renewal boarding home license is as follows:

Under the revised licensure process more of the business components will be automated through RCS Headquarters and the Department’s Financial Services Administration (FSA). RCS Headquarters will continue to be wholly responsible for the licensure process and the issuance of a license directly to the facility.

The Department’s goal is to implement the changes for renewing the boarding home license in one (1) stage. There will be no “pilot” license renewal program.

Beginning May 16, 2005 the Department’s Financial Services Administration (FSA) will issue the invoice/coupon to notify the licensee when its license to operate the boarding home will expire. The licensee will mail the signed coupon with the license fee payment directly to FSA as addressed on the coupon. A return envelope will be provided. An automated notification from FSA will alert RCS Headquarters that payment is received. RCS Business Analysis and Applications Unit (BAAU) will process the license and issue directly to the facility.

A sample of the invoice/coupon for the renewal process is enclosed. Please review each section. The reverse side of the invoice/coupon includes information about any changes or prospective changes in licensee information on record. Your boarding home license number serves as the “account number” printed on the invoice.

WAC 388-78A-3230 authorizes the assessment of a $10 per day late fee against any licensee who has not paid the license renewal fee at least 30 days before the license expires. You will be notified in a separate letter if you are assessed late fees.

Initial boarding home licensing, change of licensee (CHOW) licensing, and all other circumstances requiring issuance/re-issuance of the boarding home license or modified license will continue to be handled by the RCS Business Analysis and Applications Unit (BAAU).

Changes in licensed bed capacity cannot be made on the new license renewal invoice/coupon. Complete a Change in Status form for all changes in licensed bed capacity. This is a change to the Department’s current process for change in licensed bed capacity requests. The Change in Status form is available online at http://www.aasa.dshs.wa.gov/Professional/documents/ChangeBedStatus3-2003.doc.
