The Office of Capital Programs centrally manages construction, renovation, and preservation projects across 15 DSHS hospitals, residential habilitation centers, and institutional campuses. These efforts are supported by the agency’s $978 million capital budget for the current biennium.
DSHS owns and maintains 365 buildings totaling 4.8 million square feet across its institutional campuses. These facilities provide housing and treatment for approximately 1,750 vulnerable individuals and employ nearly 6,000 Washingtonians. They support critical services, including behavioral health care and support for individuals with intellectual and developmental disabilities.
The Office of Capital Programs is responsible for:
- Capital Budget Planning
Developing the agency’s Biennial Capital Budget and Ten-Year Capital Plan. - Project Management
Overseeing the design, construction, and budget management of all funded capital projects. This includes managing Public Works construction contracts under delegated authority from the Department of Enterprise Services. - Facility Condition Assessment
Monitoring the condition of DSHS buildings and infrastructure to recommend necessary maintenance, preservation, replacements, or demolitions. - Technical Support
Providing engineering and technical guidance to DSHS hospitals, residential habilitation centers, institutions, and community facilities on maintenance, environmental compliance, building codes, and construction. - Financial Administration
Managing the financial operations of the Capital Budget. - Sustainability Efforts
Leading energy and resource conservation initiatives in DSHS-owned facilities.
