The Crisis Intervention in Rural Areas Project received its impetus from the passage of House bill 371 in 1978. This legislation, which became effective in July 1978, modified the Juvenile Justice System in Washington State and increased the responsibility of the Department of Social and Health Services for the provision of services to families in conflict. The evaluation focused on four major issues: 1) participant benefits, 2) factors affecting participation, 3) participant outcomes, and 4) whether the participants in the program were those most in need of the services.
