The study was a major technical undertaking with many difficult methodological problems. The report provides a basis for policy discussions by national, state, and local executive and legislative authorities as well as by those representing client and taxpayer interests. Some of the policy issues that deserve discussion are: 1. What level of maintenance should be furnished to assistance clients? 2. Should it vary according to the nature of the clients and the composition of the family? 3. How should the amount of the grant vary with changes in the cost of living? 4. What relationship should welfare families' income bear to the income of non-welfare families? Aspects of these questions are discussed in Section VII.
