Specialized Information and Program Development for the Male Sexual Offender, Violent Offender, and Mentally ill Offender

The major goal of this project was to develop more effective methods for the identification, diagnosis, and treatment of delinquents with special problems. The problems of primary concern were 1) violent offenses, 2) sexual offenses, and 3) evidence of mental illness among youth committed to the Division of Juvenile Rehabilitation. After three years of planning and development, a mental health program was opened and operated for six months. Due to program implementation problems and serious behavioral incidents involving students in the program, the project was terminated. This report provides a retrospective analysis of factors which contributed to the program difficulties.
