The goal of the study was not simply to assess the appropriateness of state hospital placement within the constraints of the existing service system, but also to examine the needs of the inpatient population as a means of suggesting new types of treatment programs which may provide viable alternatives to hospitalization. As such, the thrust of the study was not directed towards moving significant segments of the inpatient population out of the state hospital setting, but rather towards planning for an adequate system of mental health care which is responsive to the needs of its constituents.
